The position provides professional pressure systems engineering technical consultation/advice, guidance, and assistance to the JSC S&MA Office’s Pressure Systems Manager (PSM) in the overall management of the JSC programs for certification of ground-based pressure vessels and pressurized systems (PVSs).  These programs encompass design, acquisition, construction, operation, testing, installation, examination, modification, alteration, repair and maintenance, inspection, and documentation as a basis for certification of PVSs. 

Position requires a working knowledge and demonstrated ability in the practical application of the requirements of the ASME Boiler & Pressure Vessel Code, ASME B31 series Piping Codes, ANSI/NB-23 National Board Inspection Code, and 49 CFR (DOT Code).   

On behalf of the JSC PSM, provides JSC S&MA Office pressure systems engineering interface to JSC organizations and contractor organizations that operate and maintain PVSs.  Provides technical advice, guidance and assistance on problem areas and develops and implements corrective action proposals as approved by the JSC PSM in the form of new policy, directives, improved methods, standard procedures and instructions which impact the JSC PVS community. 

The following tasks summarily depict the position’s JSC S&MA Pressure Systems Management Office (PSMO) objectives: 

  • As designee for the JSC PSM, review and approve design and procurement specifications for PVS and custom fabrication for compliance with the requirements of JSC PSMO. 

  • Review and approve all PVS designs to ensure compliance with the requirements of JSC PSMO and applicable national consensus codes and standards. 

  • Review and approve PVS system safety and risk assessments.  

  • Perform, or review and approve, remaining life assessments of each PVS indicated as requiring remaining life assessment in the PSM’s risk-based plan for PVS. 

  • Review and approve PVS certification, recertification, inspection, and testing procedures for adequacy of safety considerations. 

  • Provide recommendations to the JSC PSM for design, modification, test, or inspection of boilers, pressure vessels, and pressurized systems, based on applicable codes, standards, and NASA requirements. 

  • Provide PVS design assistance to operating JSC organizations.  

  • Review PVS waiver and deferral requests, supporting risk assessments, and provide recommendations to the JSC PSM for waiver approval/disapproval. 

  • Provide interpretations of national consensus codes and standards that apply to JSC ground-based PVSs, as requested by the JSC PSM. 

  • Provide technical support to the SAIC JSC S&MA Pressure Systems Specialists (PSSs) to assist in the resolution of noncompliance findings identified by the PSSs during inspections for certification of PVSs. 

Qualifications

  • Bachelor of Science degree in Mechanical Engineering, or Engineering Technology, or a related engineering discipline, from an accredited college with five (5) years minimum experience in design, manufacture, and/or test of pressure vessels and/or pressurized systems. 

  • Must possess strong presentation skills in technical forums as well as superior verbal and written communication skills. 

  • Must be adaptable and flexible regarding changes in task assignments and deadlines. 

  • Must be able to work both independently and as a member of multi-organization assessment/review teams 

  • Must be able to receive and execute specific assignments with minimal supervision. 

  • Must adhere to SAIC and JSC Safety and Health Requirements  

  • Must possess the ability to maintain positive working relationships with NASA customer, peers, systems’ owning organizations, and the SAIC Discipline Lead.  
    Advanced knowledge and use of personal computers with typical business software (i.e., word processing, spreadsheets, and presentation graphics) is mandatory for preparing material for technical presentations
