SAIC has an opportunity for a Deputy Problem Manager to support the US Army Corps of Engineers Revolutionary IT Services (USACE RITS) program.
NOTE: This is a 100% virtual / work from home / remote position that can be located anywhere in the CONUS.
The USACE RITS contract will provide modern and secure enterprise-wide IT support services to approximately 37,000 USACE customers located throughout the CONUS and OCONUS. Services will support the mission needs of USACE’s Headquarters (HQs) located in Washington, D.C., nine Divisions and 43 Districts, to include over 1,500 field and area project offices and two data centers that are currently located in Vicksburg, Mississippi, and Hillsboro, Oregon.
Analyzes records to identify repeat incidents and trends, and works to diagnose and proactively implement permanent fixes to problems as part of the overall effort to ensure effective integration of enterprise-wide IT services into the USACE environment IAW ITIL best practices and all applicable (e.g., Federal, DoD, Army, OMB, USACE, etc.) regulations and policies. Contributes to continuous improvement of IT services by removing repeat incidents. Prevents incidents and minimizes the impact of incidents that cannot be prevented. Gathers and interprets data, projects possible outcomes, assesses impact, evaluates alternatives, and recommends priorities for problem resolution. Researches, identifies, prioritizes, and assigns responsibility for problems, and manages them to solution. Creates and manages a knowledge base to maintain information about known errors and workarounds for the service desk and self-service portals to use. Critically responsible for managing and mitigating organizational risks. Develops metrics reports providing trend analyses of common problems, and verifies reduction in frequency of recurring incidents. Contributes to change deliverables and documentation that enables successful transitions and assists USACE stakeholders, customers, and end users with strengthening and enhancing USACE OCIO/G-6’s IT operating environment. Supports evaluations of change resistance, change impact, and organizational readiness, as well as adverse impacts to stability, cost, architecture, interoperability, compatibility, and service.
Provides expertise on continuous process improvement strategies, organizational redesign, change management projects, and performance measures for basic business process engagements. Defines and develops business processes, policies, roles and responsibilities, and performance metrics; Conducts analysis of business processes: current state analysis, gap analysis, benchmarking, best practices identification, organizational assessment, and other related tasks. Plans and implements process improvements, including: future state design, change management, and transition planning. Interfaces with all areas of project including customer, computer services, and client services. Client may be internal or external to company. Provides oversight for the development and maintenance of quality programs, systems, processes and procedures that ensure compliance with policies and that the performance and quality of services conform to established standards and agency guidelines. Provides expertise and guidance in interpreting policies, regulatory and/or governmental regulations, and agency guidelines to assure compliance. Works directly with operating entities to provide process analyses oversight on a continuing basis to enforce requirements and meet guidelines. May coordinate with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. Conduct client interviews. May deliver presentations and training courses including measurement, analysis, improvement, and control. May perform cost and benefit analysis.
EDUCATION AND EXPERIENCE: Bachelors degree from accredited institution, and two (2) years or more related experience.
CERTIFICATIONS: None required. Desired: ITIL V3 Foundation or equivalent, IAT-II (e.g. Security+) or equivalent
CLEARANCE REQUIREMENT: Active interim Secret or Secret Clearance. Must be able to pass NACI background check.
