SAIC currently has a job opening for a Procurement Manager to support several new contracts from our Oak Ridge, TN office. Our Team is growing and we are looking for an individual that is excited and passionate about supporting America’s war fighters. This position will report directly to the Materials Director. The Manager will lead the procurement team to ensure compliance, on time ordering for program success, manage audit requests, and strategize to reduce program costs while mitigating risks and working within the parameters of the Federal Acquisition Regulations (FAR) and Defense FAR supplement. This position will interact with several functional areas (QA, engineering, logistics, program management, project controls, and contracts) to ensure quality products are delivered in a timely manner. The experienced candidate will have extensive experience in managing procurement staff, suppliers and developing supplier relationships and will have excellent written and oral communication skills.
Job Responsibilities:
- Work closely with production and supply chain teams to ensure production requirements are met.
- Develop procurement strategies to maximize short and long-term purchasing effectiveness.
- Oversee day-to-day activities of the Procurement Team.
- Assist with all aspects of program needs, procurements including vendor research, supplier visits, audit reports, needs analysis with internal stakeholders, and initial negotiations for complex purchases.
- Negotiate license agreements, terms, and conditions to reduce risk and maximize cash flow.
- Develop & improve supply base strategy & implementation.
- Provide oversight, strategic planning, and overall vision for programs.
- Respond effectively to changing workloads and conflicting priorities.
- Manage and enhance supplier performance through standardized processes and continuous improvement efforts to obtain optimal results related to quality, cost, delivery, and service.
- Develop an effective management system for the procurement team and activities.
- Ensure procurement team is compliant with procurement policy and FAR/DFAR.
Qualifications
Required Education and Experience:
- Bachelor's degree from an accredited institution, preferably in Business, Supply Chain, or a related field.
- 10+ years of Federal Procurement experience.
- 5+ years management experience.
Required Skills:
- Experience issuing and managing Materials Purchase orders.
- Advanced Microsoft Office Skills.
- Solid communications skills, both written and oral. Ability to communicate across several levels of staff and different departments.
- Experience and understanding working with Federal Acquisition Regulations.
- Exhibit critical thinking, analytical skills, and ability to think outside the box.
- High level of organization and attention to detail.
Desired Skills:
- Master’s degree in Business (MBA), Supply Chain, or related area.
- CPSM, PMP, CFCM, and/or CPCM certification(s).
