SAIC is seeking Cyber Operations Network Planner to support US Army DCS, G6.

Note: This role offers temporary work from home/ remote/ virtual work at home due to COVID-19 and office building renovations.  Eventually the work will go back on site at Fort Belvoir, VA.  Office visits required to access secure communications capabilities.  Travel to Pentagon 1-4 times per month.

Role Overview:

Provides cyber and network related expertise in support of US Army DCS, G6.  Serves as general staff- level action officer and project manager.  SAIC has an exciting new opportunity for an exceptional network planner.  This work will be as a member of a small team within United States Army DCS G6, Cybersecurity Directorate supporting the Communications Security (COMSEC) Branch. Serve as an action officer, working on various projects related modernization of COMSEC capabilities and Key Management.  Provide in-depth knowledge of staff procedures, understand stakeholder equities, and be capable of resolving issues as they arise.

Develop long-range communications security plans, processes and evaluations of Key Management (KM) and Cryptographic Modernization (CM) objectives. Develop and staff plans to modernize Cryptographic capabilities.  Determine network performance requirements (e.g., bandwidth, Net-Centricity) for integration, obsolescence (tech-refresh), compliance and exceptions.  Track the operational sustainment of fielded cryptographic and key management solutions. Assist with the development and staffing of reports, briefings, information papers, memoranda and technical papers for Senior Leader signature. Facilitates meetings, engages with stakeholders across the Department of Defense and foster cooperation among organizations and agencies. Develop requirements for application that captures Army wide requirements for cryptographic capabilities, plan future enhancements for the application and work with community stakeholders to streamline and optimize approval process for COMSEC devices.

Daily activities include:

  • Performs duties as a staff action officer/project manager on COMSEC related issues, requiring coordination across the Army (All Commands, Service Component Commands and Direct Reporting Unite), DoD CIO, Joint Staff and Commercial Vendors as required. 
  • Work actions related to Policy, Guidance, Operations, and Acquisition.
  • Provides input to briefings, transitioning concepts to execution and assisting in the coordination of joint operational planning in support of training, combat, and contingency operations.
  • Provides input to address shortfalls, prioritize, and validate requirements and be prepared to modify development and network planning efforts based on the changing cyberspace environment.
  • Recommend plan-identifying risk, gaps and develop mitigation strategies.   
  • Defines discrete systems with processes to link together complex systems and components with software applications to perform as a coordinated whole.  Includes analysis of transition planning, intelligence formation requirements, and may develop architecture baselines.
  • Assists with and leads development of integration and migration plans/schedules.
  • Participates and contributes to daily operational planning meetings
  • Represent Government lead at various DoD and DA working groups, Forums and Panels as required

Qualifications

Required Education and Experience

  • HS/GED and 18 years of experience OR Bachelors and fourteen (14) years or more experience; OR Masters and twelve (12) years or more experience; OR PhD or JD and nine (9) years or more experience.
  • 10 years of Intelligence or Cyber operations, Network Operations, U.S. Army Signal Operations experience – including operations, plans, training, analysis, collection management, targeting, single or multi-discipline, acquisition cycle
  • Active Top Secret/Sensitive Compartmented Information (SCI) security clearance
  • Operational or Strategic staff experience (e.g. Army echelon-above-Corps, Service-level or Joint Staff, OSD, Intelligence Community/Agency level)
  • Staff experience at the operational and/or strategic level with preference to Joint or Service staff experience.
