JOB DESCRIPTION: 

Serves as the contractor's single contract manager, and shall be the contractor's authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), government management personnel and customer agency representatives.  Develops, analyses, evaluates, advises on, and/or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management.  Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.  Shall be responsible for the overall contract performance and shall not serve in any other capacity under this contract.

The PM has full oversight to manage the TO and ensure all Tasks and Deliverables are provided on time over the life of the TO. The PM leads the overall program management team in ensuring responsive and cooperative work relationships between the Government and the contractor team.

This position with also be dual-hatted as one of the senior SMEs in Gov’t spaces at NORTHCOM to fulfil PM duties in addition to providing SME hours against the other tasks.  Responsible for verification and validation, testing, quality assurance, and/or process improvement. Reviews and evaluates products or processes to support the RDT&E for the Air and Missile Defense Domain. Oversees a diverse team of experts dedicated to assisting the government customer in transforming and modernizing air & missile defense systems, maritime and land domain weapon systems, and cross-domain weapon systems. Delivering performance at the speed of relevance requires a fundamental change to how we acquire and develop technology. Agile Model Based System Engineering (MBSE) is the underpinning of this fundamental change. Oversees efforts to provide N&NC with a next generation immersive/virtual environment for air & missile defense systems RDT&E which include research, analysis, assessment, M&S, and innovative solution delivery.  Oversees a Hybrid-matrixed team of experts from multiple disciplines to provide the RDT&E, M&S, and trade studies a skill mix across 16 skillsets, including Systems Engineer Sr Manager, and Fractional Subject Matter Experts (Scientist Sr Principal, Data Scientist Senior Principal, Systems Engineer Sr Principal, and Systems Engineer Chief).

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and four (4) years or more experience.  PMP and ITIL

Active TS/SCI security clearance 


Target salary range: $125,001 - $150,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
