Job Description



The Defense Intelligence Agency (DIA)/ Missile and Space Intelligence Center (MSIC) requires contract support for scientific computing operations, computational Analysis, tool development, knowledge and Program management activities, system services, digital production, and advanced data analytics.  These areas enable MSIC to produce scientific and technical intelligence (S&TI) assessments of foreign ground-based air defense missiles, ballistic missiles, ballistic missile defense systems, anti-tank guided missiles, anti-satellite and directed energy weapons, as well as their associated command, control, communications, and computer (C4) systems. 

SAIC, in support of DIA / MSIC – will provided support to the Scientific Computer Operations, Analysis, and Applications (SCOAA) contract in order to assist in the delivery of High Performance Computer Services (HPCS) for SCOAA.  These services will include management, operations, and delivery of those services and support.  DIA, SCOAA, SAIC Team, is looking for a recognized expert / resource in the management and renewal of HPC centers, resources, and technologies with the demonstrated experience and proven leadership


The HPCS Operations Program Manager is SAIC’s primary point of contact for all program contract matters and has overall authority for the program.  The HPCS Operations Support Program Manager is responsible for successful delivery of the program to our customer.   Must have demonstrated ability to manage complex tasks and teams.



  • Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance. 
  • Define or contribute to the program baseline then execute the program to comply with baseline requirements. 
  • Manage risk, customer relationships, and program staffing. 
  • Ensure compliance with quality standards.
  • Develops program performance measures, and monitors and evaluates program performance throughout the life cycle to include subcontractors. 
  • Organizes, directs, and manages contract operation support functions, involving multiple complex and inter-related project tasks.
  • Manages teams of contract support personnel at multiple locations.
  • Maintains and manages the client interface at the senior levels of the client organization.
  • Meets with customer and contractor personnel to formulate and review task plans and deliverable items.
  • Ensures conformance with program task schedules and costs.
  • Establishes and maintains technical and financial reports to show progress of projects to management and customers.
  • Ensures successful transition from current contractor and is responsible for all work products and deliverables.
  • Responsible for coordinating Service Level Agreements (SLAs) if any are passed down to us from the Prime.
  • Oversees contract administration activities and ensures compliance with contract, public law, regulations, Executive Orders, agency policies, etc. Ensures innovation of entire program.
  • Schedule and attend weekly HPCS user meetings.
  • Provide program management support of HPCS-related activities.
  • Provide an annual modernization proposal for technological improvements to the HPCS.
  • Provide oversight support for both preventive and remedial maintenance of system hardware and maintaining equipment in good operating order.
  • Establish and maintain an on-call remedial maintenance schedule to provide support outside of the principal period of maintenance.Establish and ensure that SAIC provides complete preventive maintenance support at a time other than during the Government’s normal working hours.
  • Minimum of a Bachelor of Science (BS) degree with at least fifteen (15) years or more of related experience. Progressive enterprise engineering and management experience, 10+ years

  • Customer Relationship Management with 5+ years of verifiable experience
  • Soft Skills: Demonstrable Operations Support and infrastructure engineering best practices; Good Customer Skills, “Vision” for forward – thinking government client, classified environment management experience.
  • Technically versed in customer support environments using progressive technologies like, Remedy, ServiceNow, etc.,
  • Being able to translate Technical Knowledge into business oriented discussions with Non technical stakeholders.
  • Active TS Security Clearance

  • PMP certification with 5+ years of verifiable PMP experience  (e.g., project definition, risk management/reporting, project scheduling/tracking)
  • MS Project:  5+ years of complex project scheduling in MS Project
  • MS Word:  10+ years
