JOB DESCRIPTION: Provides program management support to FAA program managers, oversight, and advisory services, including but not limited to: business case and economic analyses, investment analyses, high level cost and schedule analyses, program management process improvements and recommendations. Provides a full spectrum of technical/management expertise and acquisition support to a product or system throughout the life-cycle. Responsibilities include general consultation support, development, and preparation of acquisition milestone artifacts, acquisition planning, development of specifications/performance-based work statements, and/or logistics support. Duties could include Pre-Award support to include creation of acquisition strategies, source solicitation and evaluation documentations, and participation in evaluation and source selection team support. Also may be responsible for performing market analyses, conducting needs assessments, configuration management support, development/management of maintenance procedures/technical manuals, and vendor management. Responsible for tracking and reporting to program management all key financial information including budgets, performance to these budgets, and estimates to complete. Additional responsibilities include support in developing program and performance measurements, criteria for these measurements, accountability matrices, and performance system implementation guidelines. Defines and continuously refines key indicators, results, and measurements to manage the business processes to achieve desired program and/or project results. Establishes, track, and maintain timelines ensuring adherence to milestones. Develop and maintain quality controls and documentation of the project. Identifies best acquisition practices as related to the project / task. Supports various FAA programs to include: Offshore Automation, Traffic Flow Management System (TFMS), Surveillance and Broadcast Services (SBS), Spectrum Efficient National Surveillance Radar (SENSR), Terminal Automation Modernization Replacement (TAMR), Advanced Technologies and Oceanic Procedures (ATOP), Space Integration (SI), Aviation Weather and Aeronautical Services Program (AJM-33), Cooperative Radar Systems, Terminal Flight Data Management (TFDM) and Air Traffic Systems (ATS).
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more of related experience; Masters and seven (7) years or more of related experience.
