SAIC has an opportunity for a Senior level Telecommunications Network Engineer to support the US Army Corps of Engineers Revolutionary IT Services (USACE RITS) program.
The USACE RITS contract will provide modern and secure enterprise-wide IT support services to approximately 37,000 USACE customers located throughout the CONUS and OCONUS. Services will support the mission needs of USACE’s Headquarters (HQs) located in Washington, D.C., nine Divisions and 43 Districts, to include over 1,500 field and area project offices and two data centers that are currently located in Vicksburg, Mississippi, and Hillsboro, Oregon.
Develop, plan, acquire, install, and manage innovative, high-performance connectivity solutions for USACE wired (copper, fiber) and wireless network topologies (WiFi, cellular, microwave, SATCOM). Support customer Requirements Analysis to ensure appropriate services and capacity are provided to USACE customers. Provide reach-back support at common and non-standard locations. Design and deliver service connectivity using various combinations of IP transport media. (e.g., copper, fiber, Wi-Fi, cable, cellular, satellite, LOS microwave). Design core infrastructure as a multi-carrier environment with diverse multiple connections, including high speed/high bandwidth/low latency connections to the USACE mission networks (CorpsNet, SIPRNet) ,Internet, cloud providers, external telecom providers, content delivery providers, and other approved networks in accordance with USACE mission requirements. Provide transport network infrastructure planning and design solutions on all network issues supporting USACE. Implement operational design standards and establishes appropriate network interfaces that best fulfill interoperability and efficient routing requirements. Provide troubleshooting to enable network fix actions and escalation via documented ticketing processes. Plan, coordinate, and manage analog- and IP-based voice services; modernize existing connections to Ethernet-based (public or private) transport to increase service performance as required. Provide worldwide access using technologies and support of zero-trust environments. Coordinate with the USACE team for DAR-related processing/actions for Government-provided services such as Iridium, DoDIN, SIPRNet, BGAN, INMARSAT, Short Burst Data, DSN, VSAT Bandwidth, etc.
Ensures the efforts of the deployment project managers, infrastructure management and systems management and engineering teams, Direct and manage efforts of telecom technicians, workloads, Stay apprised of all inter and intra organizational projects and issues in EUE, Ensure internal processes and procedures are documented and updated, Ensure that all OLAs for all relevant processes are created and maintained, Develop and conduct employee performance reviews and monitor progress towards objectives quarterly and provide updates and revisions as required. Responsible for telephone port allocations, Provide interface to Customer on high level issues or requests, Oversee day to day resolution of system problems and root cause analysis, Ensures documentation of entire Telecom Network and infrastructure, Ensures the Change Management Process is being followed, Collaborate with LAN/WAN organizations on current and future network configurations, Provide management and serve as an escalation point for the deployment and infrastructure staffs, Provides guidance to staff and monitors performance, Provide monthly reporting on open project, outstanding issues and staff performance, Work special projects as assigned by manager, Ensure that Telecom Equipment Tracking system is updated with all relevant changes as modifications are completed, Build efficient relationships with interface organizations (i.e., CREF, Site Support, ITO), Ensures that the staff meets the established SLAs, Monitors ticketing queues, Ensures system backups and preventative maintenance occur on a scheduled basis, Ensures maintenance vendors are performing to the contract, Oversees troubleshooting and resolution ensuring escalation in a timely fashion, Provides and keeps current detailed documentation of processes.
EDUCATION AND EXPERIENCE: Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience. Additonal four (4) years experience in lieu of degree.
CERTIFICATIONS: IAT-II (e.g. Security+) and CCNP desired
