Description:  Serves as a senior level air traffic control system specialist to assist the FAA in coordinating activities with air traffic requirements and operations personnel. This support includes: coordinating support for required technical interchange meetings and various program reviews; coordinating workgroup activities for ATO program offices; assisting in air  traffic requirements development; system analysis; system/subsystem specifications analysis to ensure air traffic operational concerns are addressed and appropriate technical requirements are included; presenting recommendations/solutions related to short and long-term program planning requirements; developing management plans; assisting in training requirements development; and classifying and summarizing data for the preparation and submission of reports on a recurring basis.

Qualifications

MINIMUM TANGIBLE QUALIFICATIONS:

• Model relevant "as-is" and proposed "to-be" processes using work flow diagrams.
• Problem analysis to identify problems in current business and technical processes.
• Prepare clear, functional and trend and gap analysis, using multiple independent data sources.
• Analyze, validate, and formulate approaches to improve facility contingency plans
• Liaise among business stakeholders to elicit and communicate business, functional and technical requirements Conduct requirement walkthroughs and manage the requirements change control process
• Provide support to ATCSCC Contingency Operations Group Manager
• Participate in weekly status update meetings
• Review Orders and procedures that pertain to Operational Contingency Plans (OCP’s)
• Participate in All Hands meetings
• Interact with the FAA team concerning pending changes to the OCP’s
• Provide input for upcoming FAA Policy Order re-writes (Joint Orders)
• Work with the FAA team concerning Oceanic OCPs
• Review TRACON and Tower OCP scorecards
• Plan large scale OCP exercises in concert with other directorates
• Prepare slides for outreach to facilities concerning OCP re-writes
• Initial planning for Oceanic and Domestic OCP re-writes.
• Function as a key player on the respective service-unit core team to execute OCP rebuild waterfall schedules.
• Coordinate with prospective service area facility POC’s for OCP field activation.
• Expertise with MS Office Suite

Education and experience requirements: Bachelor Degree in any field and 10+ years’ experience.  Would consider Associate’s degree with 15 years of Air Traffic Control (ATC) active, full performance level experience, or 20 years of Air Traffic Control (ATC) active, full performance level experience, in lieu of degree. Equivalent experience in the U.S. Military or international control environment is acceptable.

US Citizenship required with the ability to obtain and maintain a Public Trust clearance
