Description:  Position involves systems engineering, functional analysis of ATC/M system requirements, development, production, test and evaluation of related information systems. Includes, but not limited to, systems engineering activities oversight, demonstrated expertise with new and legacy systems, technical alternative analyses, acquisition management of information systems, and information management tools. The candidate will also need to provide site support, development, testing, documentation, risk assessment, evaluation, subject matter expertise, operations integration, and impact analysis to new systems that affect the National Airspace System (NAS).

The candidate will provide support to the FAA Aviation Weather and Aeronautical Services programs. Support tasks include assisting in Program Management activities, Hardware, Software, and Systems Engineering. The candidate will support Safety engineering activities including the completion of safety documentation, gathering system and change description data sufficient to support the safety case, drafting or support the drafting of the safety documentation appropriate to the change.  The Systems Engineer will also support strategic planning efforts to support the development, execution, and identification of solutions to complex issues.

Qualifications

MINIMUM TANGIBLE QUALIFICATIONS:

 The job requires technical and operational support to implement and maintain FAA systems within the National Airspace System (NAS).  The candidate must have the ability for the following:

• Prepare program technical briefings and presentations
• Develop, track, and report engineering performance metrics
• Develop, track, and report implementation activities related to policy, plans, and documents
• Develop and review requirements for system, hardware, software, user, test, maintainer, and Interface documents (IRDs/ ICDs)
• Provide recommendations on functional and performance system specifications
• Provide recommendations on Object-oriented and structured software development requirements
• Evaluate supportability, reliability, maintainability, availability, performance, and
• compatibility
• Review system specifications and drawings and evaluate operational or procedural
• impacts
• Monitor prime contractor performance and compliance with production specifications
• Perform technical analyses of the production, system modifications, hardware maintenance, system interfaces, and software maintenance
• Assess production schedules, changes, and impacts of change
• Assess site-specific data to determine the suitability of the system architecture and inter-subsystem interfaces for a particular site application
• Monitor site installation and apparatus checkout in the ATCT equipment room
• Participate in existing system transition activities to new systems
• Interpret airport design and construction standards, advise on impacts to airside operations; and provide engineering expertise on airport design standards and best practices as they apply to airfield layout, pavement, lighting, and navigational aid design and construction
• Negotiate interpretation and revisions of design standards with the Airport Engineering Division
• Conduct design reviews on construction documents
• Provide recommendations on the uses of various construction materials
• Perform government construction cost estimates
• Investigate design and construction strategies by assessing phasing alternatives
• Assist with construction procurement, including work packages
• Conduct construction oversight and inspections, as required
• Interpret and apply electrical design and implementation principles
• Conduct design reviews and comment on engineering drawing packages
• Provide electrical SME expertise to meet special construction/installation requirements
• Expertise with MS Office Suite

Master of Science degree in an engineering, mathematics, computer science or related discipline and 10+ years’ experience required. Bachelor of Science degree in an engineering, mathematics, computer science or related discipline with 15 years of ATC/M systems design and development support experience would be considered.

US Citizenship required with the ability to obtain and maintain a Public Trust clearance
