Job Description


SAIC is seeking a Manpower, Personnel and Training (MPT) analyst to operate out of Quantico, VA and the surrounding area, and advise on a precision fires program for the Government. The U.S. Army Space and Missile Defense Command position requirements include providing support to Program Manager Fire Support Systems (PM FSS), including planning, analyzing, developing, and documenting Manpower, Personnel and Training (MPT) Requirements for Organic Precision Fires systems. Additional requirements include support for Organic Precision Fires-Mounted (OPF-M) and Long Range Unmanned Surface Vessel (LRUSV) projects; performing as Lead for the MPT Integrated Project Team (IPT) with direction from the Government, data capture, and all MPT documentation; and monitoring and reporting performance against established plans to meet cost, schedule and performance objectives.


  • Provide program management and technical analysis for the integration of MPT requirements for the Organic Precision Fires-Mounted and Long Range Unmanned Surface Vessel.
  • Identify MPT impacts in program operations using quantitative and/or qualitative methods.
  • Perform enterprise-wide integration planning for MPT requirements and training solutions that are aligned to USMC requirements.
  • Develop briefs, white papers, program plans, and recommendations to government staff.
  • Lead large working groups, program development forums, analytical activities, IPTs, training, education and other forums as required to accomplish contract requirements.
  • Demonstrate superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for the government and key stakholders.
  • Perform and produce quality deliverables assigned for this position on time, including MPT IPT charters, MPT assessments, survey instruments, Operator and Maintainer New Equipment Training (NET) packages, MPT Analysis Reports (MARs), MPT Plans (MPTPs), Manpower Estimates (MEs) and Manpower Estimate Report (MERs), as well as attend all training events.
  • Maintain and comply with security procedures in the performance of duties.
  • Provide direction and assistance to other project staff as an expert in the MPT field.
  • Perform additional duties and responsibilities as assigned.


Education Requirements:

Bachelors Degree and 10 years or more of relevant experience; four years of related experience accepted in lieu of degree is acceptable. Applicable work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Desired Knowledge, Skills, and Abilities

  • Must possess an active SECRET security clearance or be able to obtain one for employment.
  • Must understand USMC Maneuver and Fires organization, operations and training.
  • Prior experience developing training products and executing training for service members is highly desired. 
  • Should be familiar with occupational specialties across the USMC.
  • Experience with the DoD acquisition process is desired.
  • Possess experience and knowledge of missile and munition weapon systems, to include but not limited to, missile/munition, launch platforms, command and control, sensor, and integrating networks. 
  • Demonstrate superior analytical, writing, editing, development, and presentation skills to develop briefings, documents, papers, technical documentation, conceptual, and analytical reports for clients.
  • Possesses ability to read, interpret, organize, and synthesize source material for quality analysis and recommendations.
  • Possesses ability to write concise technical style reports in approved formats.
  • Possesses strong written and oral communication skills; must be able to clearly articulate and communicate via written correspondence, phone calls, and/or video teleconference.
  • Demonstrates ability to effectively communicate directly with others.
  • Demonstrates technical proficiency in Microsoft Office computer programs, including Microsoft Project.
  • Possesses the ability to work independently.
