Job Description


SAIC is seeking a Telecom Billing Specialist / Telecom Expense Manager with proven business analysis skills, including developing business requirements, product proposals and business and technical workflows. This candidate must have project management, problem solving and analytical skills. The ideal candidate will possess the ability to manage multiple tasks simultaneously, while meeting deadlines; Microsoft Office competency and fluency in Excel, application databases/software; and experience creating process documentation and standard operating procedures.

This candidate must have at a minimum a basic knowledge of telecommunications services and networks (voice, data, mobile, unified communications); and Navigating carrier portals (wireline/wireless).  The ideal candidate must have ability to leverage automation for efficiency and added customer benefit. The candidate must have strong written and oral communication skills, including the ability to communicate technical information to both technical and non-technical users; Strong attention to detail with proven analytical and problem-solving skills; and strong ability to capture meeting minutes effectively, and assist in developing presentations/materials.  Support location will be in Washington DC metro area.  This position is temporarily remote due to COVID-19.


  • Forensic analysis of telecom invoices inclusive of tracking, reviewing, auditing, optimizing, assist COR in approving and processing for payment.
  • Ability to manage heavy volumes and often complex telecom invoices.
  • Microsoft Office competency and accelerated Excel competency to include pivot tables.
  • Confidence in delivering in-person and web-meetings; including all levels within a program office.
  • Presenting to Program Offices their respective “Budget and Spend Plan Status/Dashboard” on a recurring monthly basis.
  • Understanding of invoice, allocation, organizational hierarchy in relation to accounting practices.
  • Ensure 100% capture and analysis of Program Offices invoices for on-time processing.
  • Establish and maintain 100% telecom inventory integrity for each Program Office.
  • Provide constant external feedback to Program Offices on savings opportunities and best practices in Telecom Management.
  • Provide timely, detailed and accurate reporting to external and internal audiences.


The candidate will have:

  • At least fifteen (15) years of professional experience. 
  • At least four (4) years of relevant work experience as an Invoice Analyst or Business Analyst.


  • Bachelor’s degree in Business, Accounting, Finance or related Field. 

Target salary range: $85,001 - $95,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
