Description

The Navy Experimentation SME will be performed at NWDC San Diego Detachment at C3F HQ in order to conduct frequent collaboration with C3F; Undersea Warfighting Development Center; Surface, Mine Warfighting Development Center (Det San Diego); Tactical Training Group Pacific, CSGs 1, 3, 5, 7 and 15; and Navy Information Warfighting Development Center San Diego staffs.  In addition, the Commander, U.S. Fleet Forces Command (CUSFFC), in coordination with Commander, U.S. Pacific Fleet (CPF) and CNE, maintains program oversight for the Fleet Experimentation (FLEX) program.  CUSFFC delegates authority and responsibility for the administration, planning, execution, and assessment of the FLEX program to Commander, Navy Warfare Development Command (CNWDC).  

The candidate will work as an integral part of the Navy Warfare Development Command (NWDC) N8 Experimentation Directorate supporting C3F efforts and initiative in the FLEX Program. This includes developing plans and providing planning support of experiments/events conducted as part of the annual FLEX Execution Plan managed by CNWDC. Job responsibilities include:

  • Experiment Baseline Assessments (EBA), Problem Statements, Objectives and sub-objectives
  • Scenarios, orders of battle (blue and red) and requisite planning documents, Manning Plans, Training and Control Plans
  • Data Collection and Analysis Plan (assist lead analyst)
  • Draft doctrine, TACMEMOs and TACBULs
  • Plans all phases of experiment execution and operational security as well as foreign disclosure.  Coordinates experiment event planning with stakeholders, numbered fleets (if applicable), Warfighting Development Centers, and the Science and Technology community
  • Develops an architectural OV-1 and a strategic message banner statement that can be used throughout the experiment/event. 
  • Oversees experiment administration, logistics, manning, Navy Reserve unit support, and graphics.
  • Maintains the master experiment POA&M, calendar, and collaborative web site(s) as required.
  • Assists Initiative Coordinators/Focus Area Leads in the development of CONOPs, TTP, and user guides for the experiment, bringing experiment team resources to bear as required.
  • Focuses the Experiment Team to plan and produce value-adding tangible products in addition to the standard experiment final documentation.
  • Communicates M&S requirements (if any) to the M&S Lead.
  • Ensures experiment synchronization among Stakeholders/Initiative Coordinators/Focus Area Leads and other experiment team Leads.
  • Conducts telephone, VTC, and other media collaborative efforts for experiment coordination.
  • Provides agendas and minutes of the meetings.
  • Executes the Experiment Plan.
  • Responsible for leading the development of pre/post experiment briefings, in process reviews (IPRs), Quicklook Summaries, and other tangible experiment products such as doctrine.   Also for completing the Final Experiment Report in close coordination with the analysis lead and other team members. 

Due to COVID 19 temporary teleworking is allowed and once COVID is over the work will return to NWDC San Diego.

Qualifications

Required education and experience:

  • Bachelor's degree and 10 years of related experience; or Masters degree and 8 years of experience.
  • Previous military experience and experience working with military commands (preferably Navy).

Required Skills:

  • The candidate will work as an integral part of the Navy Warfare Development Command (NWDC) N8 Experimentation Directorate supporting C3F efforts and initiative in the FLEX Program. This includes developing plans and providing planning support of experiments/events conducted as part of the annual FLEX Execution Plan managed by CNWDC

Security clearance required:

  • Must have an active TS/SCI security clearance

Desired Qualifications:

  • Military Unrestricted Line Officer with warfare specialty and experience at the tactical and operational levels of war (TLW & OLW) in one or more of the following: Information Operations Warfare, Surface Warfare, Integrated Air and Missile Defense, Strike Warfare, Undersea Warfare (Offensive and Defensive Mine Warfare and Anti-Submarine Warfare) and Amphibious Warfare
  • Navy or joint experimentation
  • Developmental or Operational Test and Evaluation
  • TLW and or OLW Battle Watch CAPT
  • Weapons Tactics Instructor or subject matter expert
  • Maritime Staff Officer Course (MSOC) graduate
  • Maritime Operational Planning Course (MOPC)
