SAIC is seeking an Environmental Analyst with a Program Objective Memorandum (POM) background (preferred) to support work taking place for the Navy at the Pentagon in Arlington, VA. This is a permanent / full-time position with SAIC and benefits will begin on day one. This position will require an active secret level security clearance, with an interim level clearance being acceptable to start. *This position will be temporarily remote due to COVID19 restrictions at this location, and will return back to 100% onsite in Arlington, VA.  

Duties & Responsibilities:

• Provide on-site support for OPNAV N45 efforts relative to the continued evaluation and completion of the Programming Review cycle in support of the current POM.  
• Assist in the update and continued use of the OPNAV N45 environmental assessment by preparing charts, exhibits, and reports pertaining to resource data used for program, project, and other management analyses and reviews.  
• Support funding analysis by running queries and summary reports of financial and requirement data in Program Budget Information System (PBIS) and EPRWeb.  
• Support global database changes and archive data history files upon completion of each budget cycle and design queries and reports for specialized sorts of data export in Excel.
• Review, analyze, draft recommendations, provide rationale for recommendations, and provide corporate management support.  
• Prepare strategic plans, functional manuals, and assisting N45 subject matter experts with monitoring programs, people, events, and activities that could affect Navy environmental programs and provide recommendations to improve N45’s management oversight activities.   

Qualifications

Required Education and Experience: 

• Bachelor’s degree from an accredited college or university in a related field such as Engineering or Environmental Studies and 5 years of progressive experience in Engineering, Environmental Engineering and/or general engineering; or a Master’s degree in a related field and 3 years’ experience.  
• DoD Environmental Experience.  
• DoD  POM Experience.
• Ability to obtain and possess an Active DoD Secret security clearance, an interim clearance is acceptable to start.
