Job Description


SAIC is seeking an experienced Strategic Planner with experience to join our Washington DC team to support and assist the FAA Program Office and Contracting Officer in the planning and execution of program acquisitions. As the selected Strategic Planner, you will assist in the various tasks listed below:

  • Assist the Program Office in the preparation, revision and processing of draft and final versions of documentation associated with Program Acquisition, including but not limited to:

    • CFO Packages

    • SIR/Request for Offer (RFO) Packages and Amendments 

    • Reports of Products and Services

    • Cost/Price Analysis

    • IGCE preparation

    • Task Order requests

    • Evaluation Plan/Reports

    • White papers

  • Assist with JRC milestones, investment analyses, and other FAA acquisition support in compliance with the FAA AMS

  • Assist in the Source Selection process by providing administrative support. 

  • Track pre-award through post award acquisition documents, schedule meetings, prepare briefings and reports, develop agendas, track action items and milestones, and record minutes.

  • Assist with the preparation, tracking, configuration and archival of all procurement documents and provide support with the oversight and management of the contents of the program on KSN.

  • Participate in program/project management discussions, meetings and reviews.

  • Assist with tracking the procurement and acquisition schedules.



  • Bachelor’s Degree and 15+ years of applicable experience. Additional degrees can be substituted for years of experience. 

  • Proficiency in the use of MS Office.

  • Experience with Screening Information Request (SIR)/ Request for Proposal (RFP) package requirements.

  • Experience in technical proposal evaluation activities and complex cost proposal evaluations that contain software development, SLOC estimates, hardware and/or labor hour estimates.

  • Understand various contracting types and methods.

  • Familiarity with the FAA’s AMS and acquisition best practices.

  • Experience with assisting in the drafting RFPs, especially sections L and M, and proposal evaluation plans.

  • Experience with the FAA JRC process.

  • Possess strong writing skills, to include grammar, spelling and formatting.

  • Strong proofreading and editing skills.

  • US citizen with the ability to obtain and maintain a Public Trust clearance.

Certified Professional Contract Manager (CPCM)

Target salary range: $115,001 - $125,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
