Description

We are looking for a Document Operations Lead to join the SAIC team in Washington, DC.  This position will manage daily operations for Document Operations, Docket and Registry, and Records Management Services for all internal and external users of FERC Online business applications. 

•    Manage personnel resources supporting the DocOps program (20 to 30 employees).
•    Interface with both internal and external teams to effectively manage, track, and report on all activities.  Will work with SAIC and DocOps Team Leads to effectively track and manage all activities.
•    Establish and maintain standard management and reporting templates needed by all projects and tasks.
•    Upload and maintain all project artifacts, reports, plans, schedules, and any other documents on FERC’s intranet/FERCollaborate and ensure it is accessible to SAIC Leads and approved Federal staff.
•    Monitor, update, and report risks and issues on a weekly basis. 

The Document Operations Lead will manage Document Operations teams performing the following functions:
o    Scan, upload, and index hard copy submissions received via mail or FERC staff submission in accordance with the Document Scanning, Front Desk Procedures Processing and Batch Up of Hard Copy Filings SOPs
o    Digitize and process microfilm or hard copy legacy files in accordance with Converting Microfilm Documents into eLibrary SOP
o    Consolidate eComment filings to the appropriate record, docket or project
o    Manage eFilings submissions as follows:
o    Create and execute queries against available eLibrary records 
o    Extract, encode, and index information or metadata into index fields for detailed document descriptions and characteristics
o    Receive and index FERC issuances 
o    Package signed Issuances and send to Publishing Services for mail-out
o    Create and manage Issuance log 
o    Perform Quality Control to ensure accurate and complete Issuance information published
o    Provide on-call support for late-night Issuances (outside of Standard Business Hours) 
o    Update existing or create new SOPs and SLAs as appropriate
o    Review each filing (submissions or issuances) to ensure that files can be opened, that the docket or project numbers are correct and that the description (either default or as edited by the submitter) accurately reflects what was filed.
o    Date stamp and scan hard copy submissions; categorize document security (Public, Privileged, Critical Energy Infrastructure Information (CEII) all submissions
o    Extract, encode, and index information or metadata into index fields for detailed document descriptions and characteristics   
o    Perform thorough, page-by-page Quality Control of hard copy and electronic submissions (also in accordance with the Image Quality Control SOP)
o    Create a new docket (or sub-docket) and properly classify the submission for eLibrary (also in accordance with the High-Level FOLA SOP)
o    Ensure correct routing of Docketed hard copy and electronic materials
o    Assign Docket Numbers to hard copy and electronic filings
o    Maintain Service, Mail Lists, List of Recipients (LOR) 
o    Review and resolve all undelivered email and postal mail; ensure accurate contact information and reroute
o    Verify company identities and validate material content provided in a submission 
o    Route hard and soft-copy submissions for review by the Program Offices for determination to accept or reject
o    Notify filing entities of acknowledgement of receipt, acceptance or rejection 
o    Provide ongoing validation of system generated classifications to ensure accuracy of published documents
o    Store each filing and route to the FERC Records Management Center for further processing (also in accordance with the Record Management Center SOP) 

 

In addition, the DocOps Operations Lead will provide recommendations to outline how technology innovation can streamline and improve productivity and operations of the DocOps Program and will work closely with other Program Leads to ensure the technology innovation analysis is in alignment with process improvement recommendations.


 

Qualifications

Job Requirements:
PMP Certification
Bachelor’s Degree and six years of experience
Minimum of six years of experience managing Document and/or Records Management Operations
Experience managing teams of 15 people or more
Experience leading teams and projects for the U.S. Federal Government
Knowledge of NARA policies and guidelines
Familiarity with document management technologies and knowledge
US Citizenship
Ability to obtain Public Trust Clearance
