The Navy Business Unit, in support of the Defense and Civilian Sector, currently has a career opportunity for a Maritime Command and Control of Air Operations (MC2AO) and Tactical Air Control Center (TACC) Support training program analyst to provide fleet training support as a subject matter expert (SME) to Commander, Carrier Strike Group Four (CSG-4), Norfolk, VA. This position will require underway time aboard U.S. Navy vessels to support at-sea assessment of MC2AO operations and systems.
The individual in this position will provide program analysis support and serve as a fleet training program analyst for the CSG-4 Maritime Operations Director. Program analysts have experience at the senior level including supervisory experience. Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. The following capabilities are typical of support tasks: the equivalent of event planners, trainers, response cell, data collection, and assessment; after action reporting; policy analysts; instructors (i.e. journeyman instructor); courseware, doctrine and scenario developers; and event execution support staff. They are SMEs in their fields of expertise.
The ideal candidate will be a senior trainer/evaluator with experience in MC2AO and TACC execution and evaluation. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least two years of applicable Program Analyst experience in:
U.S. Navy training operations, policy, doctrine, systems, and staff procedures
Managing/prioritizing projects involving stakeholders
Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables
Conducting fleet training analysis/assessment to identify gaps, training needs and solutions
Specific Functional Area duties include:
Provide publication development, scenario development, and training of naval officers for appropriate live and synthetic training events/exercises.
Provide warfare mission specific training development support using synthetic war-gaming software, tactical and operational warfare instruction, and scenario development.
Assist all phases of exercise development for live and synthetic training events/exercises.
Provide expertise/manning for white cell elements of live and synthetic training events/exercises.
Develop exercise documents, messages and orders; e.g. operation order (OPORD), exercise directives, exercise game books, etc.
Develop exercise injects to enable accomplishment of training objectives for live and synthetic training events.
Provide expertise in all combat mission areas to include: Integrated Air and Missile Defense (IAMD), Surface Warfare (SUW), Anti-Submarine Warfare (ASW), Strike, Information Operations (IO), TACC, intelligence, and others as they relate to MC2AO.
Utilize operational and technical acumen for instructing assigned training audiences, to include independent deployers (ID) and carrier strike group (CSG), destroyer squadron (DESRON), carrier air wing (CVW), amphibious squadron (PHIBRON), and other commander staffs.
May be required to travel up to 25 percent of the time, including support of underway missions for extended periods (up to 21 consecutive days), including weekends and holidays.
REQUIRED BACKGROUND / EDUCATION / SKILLS:
U.S. citizen with Bachelor of Arts or Science degree and active Secret clearance with the ability to obtain a Top Secret clearance (with SCI eligibility).
Active military duty experience commensurate with the O4 and above paygrade, including recent Flag staff (within past eight years) and instruction/training experience.
Six (6) years of general training program analyst and Functional Area experience (10 years in lieu of degree will be considered); see detailed tasks above.
Two (2) years of applicable Program Analyst and Functional Area experience (see detailed tasks above).
Successful completion of the USAF Joint Air Operations Command and Control Course, Hurlburt Field, FL.
Must possess proven written and verbal communication skills at the senior executive level, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.
Experience in use of SharePoint and MS Office (e.g., PowerPoint) products.
This position will require underway time aboard U.S. Navy vessels to support at-sea assessment of MC2AO operations and systems. Estimate 65 days of travel (e.g., 60 days embarked to support two CSG Composite Training Unit Exercises (C2X) and one amphibious ready group (ARG) Marine Expeditionary Unit (MEU) Exercise (MEU-EX), plus five additional travel days per year).
DESIRED BACKGROUND / SKILLS:
Experience at the instructor/evaluator level on a strike group or Numbered Fleet Command staff.
Working knowledge of the Theater Battle Management Core Systems (TBMCS) applications to support CSG-4 assessment of deploying units during underway certification events.
Significant experience with live and synthetic fleet training and conducting scenario development and integration of Live, Virtual, and Constructive (LVC) capabilities into a realistic training environment.
Recent experience in joint and naval exercises, war gaming, and exercise/event planning.
Familiarity and solid understanding of Fleet Training policy documents, including the Optimized Fleet Response Plan (OFRP) and Fleet Training Continuum (FTC).
