Description
SAIC is seeking a Vice President Subcontracts and Supplier Management for our Space & National Security Group.
Manage all Systems Integration (SI) supplier management, supplier quality and procurement leadership for the Space & National Security Sector
Develop, institute and maintain supply chain and procurement processes for maximum efficiency and lead a team of ~35 procurement staff.
Ensure SAIC NSG Procurement Compliance is maintained
Establish an experienced supply chain team for each program consisting of the necessary disciplines including Supplier Program Management, Subcontracts and Procurement Analysts, Engineering, Quality, Price Analyst, Legal, etc. (Be an influencer where no direct-reporting relationship exists.)
Interface with supplier executives, including CEO’s
Develop an overall supplier strategy for Sector major suppliers
Perform or review supplier proposal price analysis and compliance to the overall customer RFP requirements
Develop and negotiate teaming agreements and purchase order terms that will create partnerships, where necessary, and establish the appropriate leverage and contract terms for subsequent and successful program execution
Establish and implement a seller surveillance approach, where necessary, for all major suppliers
Establish Status and Reporting Metrics for managing all major suppliers
Qualifications
Bachelor’s Degree in Engineering, Supply Chain Management, Business Operations, Finance, or other relevant discipline.
Master in Business Administration or advanced degree a plus
Procurement, Supply Chain or Contract Related Certifications a plus
Experience:
Minimum of 10 years of executive experience with major DOD acquisition processes and programs where the supply chain was a critical element of a complex major hardware system.
Demonstrated experience and ability to develop suppliers and negotiate agreements, terms and conditions and complex engineering SOW’s.
Experience with all aspects of supplier management and procurement, including supplier site surveys, surveillance and program management.
Experience leading an Integrated Program Team and conversant with technical terms and engineering practices
Experience in Space and National Security Programs a plus.
Skills:
Strong analytical and conceptual skills linking issue resolution to process improvement.
Strong leadership skills and strategic thinking to gain team and stakeholder buy-in, energizing and enabling the procurement and supply chain staff and driving successful outcomes.
Ability to work with program technical teams and multiple functions to lead the transition from an inside-out culture to an outside-in, customer centric operation.
Proficient with the FAR and DFAR requirements and application of same
Clearance Requirement:
