SAIC is seeking a Space Force O&M and POM Analyst with an active TS/SCI to support our customer onsite in Colorado Springs, CO.  

The O&M and POM Analyst will be responsible for prompting program, budget and execution analysis support with continuous situational awareness of USSF operations and mission support requirements and budget decisions at all levels.

Additional daily responsibilities may include:

  • Support development of annual USSF O&M, AFIMSC, WSS, MILCON, T&E POM strategies for use in the overall framework for all Command resource decisions.
  • Review and analyze POM inputs or data received from USSF Field Command Directorates and transform them into complete and technically accurate POM options for USSF Corporate Structure review and submission.
  • ABIDES reports and assessments; RAPIDS/ASARS/PBES options; tri-charts, facers, execution data, and scoring charts; point/position papers, narratives; and O&M, WSS, MILCON, AFIMSC and T&E summaries.
  • Technical expertise and recommendation on Issue Papers, RMDs, PDMs, and PBDs during OSD PBR; Congressional funding marks from HAC/SAC/HASC/SAS and Appropriations and Authorization Conferences.
  • Development of USSF PPBE briefings for USSF and AF Corporate Processes and OSD Program Budget Review, generally consisting of briefing slides and facers for USSF leadership to discuss USSF impact or equity.
  • Build/maintain analytical tools by manipulating the ABIDES database and execution spreadsheets for FYDP budgetary analysis and efficiency tracking to support leadership decision making.
  • Proficient in creating and responding to TMT tasks, providing recommendations for S8 coordination.
  • Expert understanding of government-furnished database management systems, such as ABIDES, RAPIDS, and Excel, to support funding analysis and POM development.
  • Provide expert, timely POM/budget analysis of O&M and Mission Support programs by using planning and programming guidance, ABIDES, past program funding execution, and operational impacts if not funded.
  • Track/analyze/develop USSF logistics programming strategies/positions in the areas of WSS, support equipment and vehicles, and DLRs, as well as MILCON, BOS, and T&E.
  • Continually assess CAM, MILCON, and AFIMSC processes and decisions that affect USSF equities. Attend all CAM Governance Structure meetings, MILCON Working Groups, and AFIMSC POM Working Groups.
  • Support all Command Logistics forums (e.g., SSRs, LRDP, WSS End-to-End Review); USSF Facility Board meetings; and AFIMSC, Det 1 meetings regarding installation requirements and execution.
  • Ensure all RAPIDS/ASARS/PBES and supporting documentation are developed according to USSF/AF guidance; contain current ABIDES baseline; and are properly filed and stored as historical libraries by POM year and phase.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience.


DESIRED EDUCATION AND EXPERIENCE:

  • United States Space Force or Air Force Space experience; experience with Space weapon systems/platforms (e.g. Satellite Communications, Command and Control, Ground/Space Based Missile Warning, etc.);

  • Joint/High Headquarters instruction documents and TMT/NGeS, and MS Office.


REQUIRED CLEARANCE:

  • Active TS/SCI clearance
