SAIC is looking for a Program Manager; this position is a contingent position in Washington DC.  The PM organizes, directs, and manages the overall program and is the single point of contact for the Contracting Officer and the COR.  The ideal candidate has a strong technical background in information technology management.


The Program Manager’s responsibilities include the organization, planning, staffing, administration, integration, operation, communication, supervision, oversight, and reporting of all contractor activities. Additionally, the Program Manager has overall responsibility for achieving cost, schedule, and performance goals.  The Program Manager leads a Program Management Team consisting of technical leads and program management support staff.
Program Management Team responsibilities include to:

  • Establish a relationship with government managers supporting Secure Flight (e.g., communication, establishing trust and confidence)
  • Develop and maintain an understanding of the Secure Flight Program including mission, operations, organization, goals and objectives, priorities, and constraints
  • Develop and maintain a Program Management Plan 
  • Develop and maintain a Staffing Plan
  • Acquire and maintain a full staff of high-performing, qualified resources
  • Ensure contract personnel are aware of and adhere to established policies and procedures
  • Define, monitor, and report performance against service level agreements (SLAs)
  • Manage the integration of all IT services and releases (projects)
  • Facilitate communication (information sharing)
  • Manage costs 
  • Manage risk
  • Document business and operational processes
  • Drive the adoption of and adherence to business and operational processes
  • Collect, evaluate, and summarize capacity, performance, resource, complexity, and workload data to recommend improvements to IT delivery processes for maximizing the effectiveness and efficiency of people, processes, or technology (e.g., streamlining, leaning, innovating)

Qualifications

Qualifications:
Bachelors’ degree and minimum ten (10) years or more information technology experience; preferably in a management role.

  • Minimum of five (5) or more years’ experience managing SAFe Agile Programs.
  • Must have Program/ Project Management certification.
  • Strong process knowledge of System Development Life Cycles.  
  • Experience with automated configuration management/code management systems. 
  • Strong program and project management skills.   
  • Excellent presentation and communication skills.
  • Must be able to obtain a Public Trust
  • Must be US Citizen
  • Prior experience with DHS or TSA is greatly preferred.
