This Systems Engineer (SE) position requires subject matter experience in the Meteorology and Oceanography (METOC) community of interest. All candidate applications that have METOC backgrounds and System Engineering skills are encouraged to apply. This position supports programs and projects within the Program Executive Office; Command, Control, Computers, Communications, and Intelligence (PEO C4I) and Naval Information Warfare Center (NIWC). The following are some of the tasks, experiences, and responsibilities of the position in a dynamic and professional work environment.
Support the Assistant Program Manager (APM) and Lead Engineer (LE).
Support the System Engineering Integrated Product Team (IPT) on technical projects and test and evaluation (T&E) strategy, planning and documentation.
Prepare for, attend, and deliver reports on meetings and telephone conferences with personnel from METOC Commands, Ships and Industry partners.
Provide engineering expertise that supports METOC Systems and assist with technical recommendations to plan, implement, and manage Battlespace Awareness and METOC services with existing and emerging infrastructures.
Assist in the development and update of technical documentation that may include Concept of Employment, Requirements Traceability Matrix, Training, White Papers, and Capability Assessment Reports.
Assist in the coordination of System Engineering Technical Review events. Provide background and guidance to assist the customer in successfully navigating these events.
Support the Programming, Planning, Budgeting & Execution (PPBE) process.
Responsible for technical evaluation and assessment of Systems of Systems (SoS) and Families of Systems (FoS) at the cross-enterprise level, linking materiel solutions to warfighter capability needs.
Assessing new SoS and FoS concepts and performing engineering studies to satisfy requirements shortfalls and to enhance integrated enterprise level systems capabilities while crossing traditional program boundaries.
Identify and report both a near and long-term view (life-cycle) of the upcoming critical decision points and ensure the architecting analysis and the scenarios used in the analysis are updated for future critical decision points.
Document the baseline and minimum acceptable capabilities for multiple scenarios. Plan to analytically close gaps between baselines and minimum acceptable capabilities for multiple scenarios.
Assess Analyses of Alternatives and provide recommendations to meet requirements and capabilities.
Identify and assess alternatives for achieving capabilities (levels of solution from the full requirements compliance to the minimum acceptable capability), technical alternatives, alternative architectures, and develop roadmaps and architectures that are clearly aligned with future science and technology capabilities.
EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience. 4 additional years of experience in lieu of degree.
Active Secret clearance with ability to obtain TS/SCI
Degree in engineering, computer science or STEM desired
Ability to work with and build relationships with a variety of stakeholders; government technical representatives, and other supporting contractors; excellent written and oral communications; ability to work independently and in a team collaborative environment; ability to brief senior government personnel.
Desired Skills and Certifications:
DAU certification in PM and/or SE.
Experience with and demonstrated understanding of the DOD acquisition process.
Demonstrated understanding of METOC systems and sensors and their application to support Navy missions.
Demonstrated technical writing and briefing.
