SAIC is seeking an experienced Project Manager (PM) to join SAIC’s team, in support of The Air Force Material Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Air Traffic Control and Landing System (ATCALSS) Sustainment Branch System Sustainment Manager at Tinker Air Force Base, to help our Nation manage and sustain portable air traffic control and landing systems.  These systems are crucial to the safe conduct of flight operations for home station and forward deployed aircraft.


As part of this Task Order, SAIC will implement RMSQI methodology to help prolong the life of key ATCALS components resulting in improved support to USAF mission areas.  RMSQI may involve the collection of data in response to a system component obsolescence or failure, a system casualty or safety mishap, or a change in the threat environment.  The SAIC RMSQI process may also involve development of predictive maintenance tools using analytic methods.  Using innovative methods coupled with traditional maintenance activities, the RMSQI program component will be a critical part of the overall program.


The candidate will serve as the Project Manager for RMSQI assessment and analysis.  The PM will lead a cross functional team consisting of engineers, Quality Assurance technicians, logistics specialists and functional experts in executing a repeatable process to evaluate, improve, and report on ATCALS reliability and availability.  The PM will lead the team in providing deliverables to the program by using the following approaches:

  • Reliability, Availability and Maintainability Data

  • Failure Modes and Effects
  • Reliability Centered Maintenance Data
  • System Design Documents
  • Critical Safety Item Lists
  • Mishap and Hazard Risk Assessments
  • Depot Work Orders
  • Central Integrated Test System Data
  • User and Maintainer Feedback
The candidate selected for this position shall:
  • Manage and integrate activities in accordance with contract requirements, and ensure technical, schedule, cost, and financial performance.

  • Define or contribute to the program baseline then execute the program to comply with baseline requirements.

  • Manage risk, customer relationships, and project staffing

  • Ensure compliance with quality standards and escalate challenges to program and SAIC leadership

  • Support business development and program staff management

  • Maintain and manage the client interface at the project levels of the client organization

  • Achieve operational objectives by contributing information and recommendations to strategic plans and reviews

  • Champion the integration of industry best practices and innovation to improve operational performance, availability, capacity and cost efficiency

  • Prepare and complete action plans, implement production, productivity, quality, and customer-service standards, while resolving problems and conducting project level audits

  • Identify trends, determine system improvements, and implement changes to maintain and improve mission readiness

  • Assist the Program Manager with transition efforts, including communications, recruiting efforts, and knowledge management


Qualifications

Required:
  • Experience working with the Air Force Customer, specifically the Air Force Material Command, Air Force Life Cycle Management Center, or Air Traffic Control and Landing System Sustainment Branch

  • Expert level understanding and 10 years of experience in Reliability, Maintainability, Quality, Supportability, and Interoperability (RMQSI), and quality processes, to include failure mode analysis, reliability centered maintenance, critical safety item lists, and mishap and hazard risk assessment data

  • Experience performing supervisory functions, such as time approvals for charging, expense reports, travel plans, employee performance coaching/feedback, salary administration, and staffing functions

  • Experience developing and executing a Project Management Plan, including scope management, risk management, resource management, schedule management, and budget management/EVM

  • Experience in continual improvement with respect to maintenance processes

  • Bachelor’s degree and 6 years and or equivalent experience in ATCLAS/High Reliability Organization assignments

  • Proficient in MicroSoft Office tools and MS Project

  • Clear and professional communications skills

  • An active Secret Clearance, with TS eligibility

  • PMP certification or DAU LVL 3 PQM, required
  • Agile Experience and/or certification, desired
  • Lean Six Sigma Green or Black Belt, preferred
  • ASQ, SMRP, and/or SOLE certification, desired
