SAIC is deploying a multidisciplinary team of experienced professionals to provide technical management and support services that will assist in delivering effective, consistent and timely project management execution throughout the Software Development Life Cycle (SDLC).  SAIC is seeking a Senior Budget Analyst - Portfolio to support budget planning/execution and acquisition package development activities across a broad spectrum of complex IT projects and systems. 


 


The Senior Budget Analyst, Portfolio is responsible for supporting planning, budgeting, and execution of the Portfolio level IT annual operating budget at the Department of Veterans Affairs (VA). This includes directing and overseeing multi-year planning (MYP) preparation, Budget Formulation allocations, annual Budget Operating Plan (BOP) development, and creation & execution of procurement packages to acquire products and services needed for development and sustainment of software systems of products within Product Lines across the IT Portfolio


 


Duties to include:


 


  • PMO Support

    • Provide subject matter expertise to the Portfolio Director and Portfolio Budget & Acquisitions Leads in the areas of Federal Budget, Capital Planning & Investment Contract (CPIC), and Federal Appropriations law 

    • Provide organizational and time management leadership for managing and guiding multiple tasks simultaneously across all phases of the CPIC process within a high stress, fast paced, ever-changing environment with tight deadlines 

    • Participate in collaboration meetings with budget colleagues within and outside the Portfolio (e.g. Account Management Office [AMO]) to review and discuss BAM financials, plans and approaches

    • Prepare and present briefings for executive audience’s regarding budget activities

    • Review and verify financial components of VA PARS approval and reporting processes for Sub-Projects across the Portfolio, including build cost projections for dashboard entries and actual build cost tracking for submission to USASPENDING.gov website via dashboard XML transmissions.

    • Proactively strategize and promote efficiencies across Projects, Product Lines and the Portfolio

      • Participate in additional meetings during busy season aligning with annual Budget Schedule (i.e. FY BOP, MYP, etc.) to review and discuss BAM Finance Guidance, plan, and approach

      • Provide input to create standardized tools, templates, budget, and acquisition trackers to facilitate budget data responses


  1.  


  • Budget Management

    • Coordinate and manage annual MYP cycle activities across the Portfolio, including preparation of relevant funding estimate request submissions (e.g. MYP 5-year Sub-Project Playground forms) and appropriate funding estimate justifications (e.g. budget narrative inputs for Congressional Budget Justifications).

    • Advise IT Portfolio leadership and IT Account Managers concerning annual Budget Formulation cycle allocations of monetary resources across the Portfolio; inclusive of evaluating Product Line MYP estimates against business customer requirements and priorities

    • Support IT Portfolio leadership, and Product Line and Project managers by guiding annual Fiscal Year (FY) BOP development cycle across the Portfolio; inclusive of advising with regards to process and policy compliance, reviewing and recommending alternative BOP strategies, and aggregating submissions to ensure Portfolio priorities are appropriately planned for and funded. 

    • Provide guidance and support to Product Lines across the Portfolio in execution of acquisition strategy for procuring IT products and services within the obligated funding amounts

    • Track budget execution status across the Portfolio throughout the fiscal year (FY)and monitor development and sustainment funding

    • Guide and coordinate preparation of, and aggregate submission of unfunded requirements (UFR) documentation across the Portfolio; including acquisition plans and timelines, funds required, and impacts if not funded.  Advise on all efforts to secure funding for UFRs or develop alternatives


 


  • Reporting and Data Calls

    • Develop responses to budget and acquisition related data calls reporting requirements, and status reports.

    • Prepare and review, in coordination with the VA customer, Portfolio budget and financial and budget reports


Qualifications


  • A Bachelor of Arts or Bachelor of Science Degree in Business, Finance, Management Information Systems, or another applicable field. A minimum of ten (10) years of total experience comprised of at least 4 years of general experience and 6 years of specific experience in a specialized business or technical discipline or area.
  • Must be able to communicate on highly technical and specialized information to a variety of audiences orally and in writing
  • May have expert credentials or be recognized as an authority.
  • Highly organized and capable of performing in a high stress, fast paced, ever-changing environment, with tight deadlines 
  • Exceptional verbal, written and presentation skills
  • Competency in Microsoft applications, SharePoint, Project, and Visio
  • Ability to work on tight deadlines

Additional:

 

  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices

  • Effectively create and maintain database tables, queries, and procedures, as required

  • Plan, monitor, and control relevant tasks outlined in the contract and statement of work

  • Maintain knowledge of Federal budget rules and regulations.

  • Function as part of an integrated team sharing products, best practices, and information across the portfolio

  • Perform related duties as assigned by supervisor

  • Be an advocate for our VA customer stakeholders and the ultimate beneficiaries of our solution - our nation’s Veterans
