Description

As a member of the Program Management Office (PMO), the Resource Manager manages employees and subcontractors currently supporting the program and determines hiring needs based on project requirements. The Resource Manager may conduct organizational studies and evaluations for staffing and coordinate with the project leads and also manages the PMO recruiting to qualify open requisitions and strategize hiring processes. The Resource Manager is also responsible for maintaining the staffing portal and compiling staffing related-metrics

 

The Resource Manager is responsible for the full staffing/requirement components of the program.

Primary Responsibilities

  • Oversee the staffing process, including managing outreach to subcontractors and others
  • Coordinate between PMO, program team leads, staffing specialists and recruiting team
  • Issue and tracking new resource requirements
  • Interviews potential candidates to determine their suitability for the program, produce technical matrices and staffing descriptions for customers, and track candidate data and information
  • Work with HR and recruiting team on outreach and job recruiting events and marketing
  • Manage resource pool of candidate and employees in resource management tool
  • Respond to changing staffing requirements.

Qualifications

Basic Qualifications:

  • Must possess a minimum of a Bachelor's degree and 3+ years of prior relevant experience
  • Currently possess an active security clearance
  • Demonstrated experience working complex staffing and resource requirements
  • Demonstrated leadership or project management experience
  • Must communicate well with excellent verbal and written skills
  • Demonstrated experience working in a dynamic environment as a motivated self-starter

Preferred Qualifications:

  • Demonstrated ability to be proactive
  • Demonstrated ability to liaise with all levels of PMO
  • Experience with resource/staffing tracking tools
  • Experience creating and managing staffing CONOP’s
  • Experience engaging diverse pool of candidates and employees
