SAIC is seeking a Program Analyst Principal for support of our Defense Threat Reduction Agency (DTRA) Research and Development Directorate (RD) Advisory and Assistance Services (A&AS) contact. This position will provide financial management and planning support to the DTRA Counter WMD Technologies Department (CX), Special Programs Division (CXQ). Overall job responsibilities encompass, planning, programing and budgeting support, financial management of Counter WMD programs and acquisition support. This position is located at the customer site in the Fairfax County, Virginia metro area. The position is currently on telework status but is usually at the customer site. Some occasional local metro area travel is required to attend meetings.
Performing financial analysis and supporting defense R&D and O&M programs
Creating and maintaining a multimillion dollar budget
Creating Military Interdepartmental Purchase Request (MIPR) and Purchase Request (PR) documents
Analyzing and generating the development of programs, including budget and schedule creation and financial commitment, obligation, and expenditure tracking
Developing and presenting briefing slides to senior leadership regarding budget and financial performance and analysis
Monitoring performer burn-rates and develop remedial solutions if needed
Preparing PR packages and coordinating with a government finance team the timely process and obligation of funds.
Performing research for periodic reviews of unliquidated obligations (ULO)
Forecasting future budgetary issues and recommending mitigation plans
Maintaining a budget and all actions in a government budget web-based budget application
Assisting PMs in developing new or follow-on acquisitions; developing Needs Statements, Statement of Work (SOW), Justification & Approval (J&A), Independent Government Cost Estimate (IGCE), and other acquisition documents.
Assisting PMs in conducting Initial Strategy Sessions (ISS) for new or follow-on acquisitions
Assisting PMs in the creation of inputs and justifications for annual Program Objective Memorandum (POM) submissions
Education & Experience
Bachelor’s degree in Finance, Accounting or business related discipline and ten (10) years of experience; Masters in Finance, Accounting or business related discipline and eight (8) years of experience.
At least five years of experience in DoD financial management and planning
Familiarity with DoD Financial Management Regulations
Experience in a DoD Research and Development program
Experience in performing financial analysis and supporting defense R&D and O&M programs
Experience in creating and maintaining a multimillion dollar budget
Experience in creating Military Interdepartmental Purchase Request (MIPR) and Purchase Request (PR) documents
Proficient in MS Office tools
Current DoD Top Secret security clearance with current access to SCI
Experience with managing schedule, budget, and program risks
Experience with new program acquisitions, solicitations, and contracting actions
Experience working with the Defense Agencies Initiative (DAI) financial system
Experience in Counter WMD programs
Experience working in DTRA
