SAIC is deploying a multidisciplinary team of experienced professionals to provide technical management and support services that will assist in delivering effective, consistent and timely project management execution throughout the Software Development Life Cycle (SDLC).  SAIC is seeking a Senior Program Analyst to support project management activities within the Benefits and Memorials (BAM) Program.


A Senior Program Analyst is responsible for providing direct support, management, and oversight of a specific work area, functional area, project, or sub-product(s) within a Product Line. They serve as the Project Management Office (PMO) lead for supervising and integrating a product or project in collaboration with or in place of a VA Product Manager. The primary responsibility for a Senior Program Analyst is to develop a comprehensive understanding of their product/project’s scope, schedule, cost, risks, and stakeholders in order to serve as its chief subject expert matter, lead execution, and provide expert advice to their respective VA customer and clients.


Duties to include:

PMO Support & Oversight

  • Supervise all development and sustainment activities for a specific product, project, or work area, including participation in relevant meetings and management of reporting and communication requirements

  • Manage and maintain the information systems, dashboards, and document repositories (e.g. Microsoft SharePoint, Jira, GitHub, etc.) that are used to store data and documents on project scope, schedule, cost, risks, and performance

  • Lead all project compliance activities (i.e. VIP and VAPARS) by updating the required dashboards; writing, compiling, and/or editing project artifacts; preparing for milestone reviews; and advising VA customers on compliance requirements and upcoming actions

  • Lead, support, and maintain a working knowledge of standard project management activities, including, but not limited to, the following:

    • Schedule management, either independently or in collaboration with the Product Line Integrated Master Scheduler (where applicable)

    • Risk management, including risk planning and mitigation efforts; maintenance of a risk register and risk management plan; facilitation of risk review meetings; and collaboration with the Product Line Risk Manager (where applicable)

    • Budget management, primarily by collaborating with the Product Line Budget Analyst and providing input on business requirements, budget needs, and funding justification statements

    • Scope management, by supporting or directly controlling change management activities, and by participating in business requirements development, program increment planning, sprint reviews, and release planning

    • Quality assurance, by reviewing all customer-facing documents and work products

  • Assist the Product Line Release Manager in preparing for release and deployment activities and in coordinating with the appropriate stakeholders

  • Assist in the development and measurement of performance metrics, and ad hoc metric requests

  • Evaluate the effectiveness of existing processes and procedures by collecting qualitative and quantitative data, and make recommendations for continuous process improvements


Communication Management

  • Lead the development of executive-level communications products (PowerPoint briefings, executive summaries, talking points, Excel-based data calls, etc.) for standard reporting requirements and in response to formal project information requests (i.e. data calls) from VA leadership, Congress, and external stakeholders

  • Consolidate information from project subject matter experts and from personal knowledge to develop complete drafts of communication products and information request responses, and present to clients for review and approval

  • Translate technical information from disparate sources into executive-level communications

  • Make recommendations on how information request responses should be worded or formatted to satisfy the requestors requirements and avoid rework

  • Maintain a knowledge management repository and historical record of communication responses and artifacts, which is continuously updated based on development activities and new business requirements


  • A Bachelor’s degree in a business discipline or related with at least 5 years of work experience in relevant related field(s).
    • Note that 8 years of work experience may be substituted in lieu of undergraduate degree.
  • Experience providing program/project management support to a government client.
  • Comfort acting in a trusted advisor, objective third-party capacity to federal clients, providing consultative services and thought leadership.
  • Ability to work independently, requiring limited oversight/direction.
  • Ability to provide oversight and guidance to Agile best practices and methodologies, VIP/project management process compliance specialists on Critical Decision (CD) project management accountability activities and procedures.
  • Microsoft Office suite of tools and Microsoft SharePoint

Additional Qualifications

  • Experience supporting the VA
  • High level of efficiency in Microsoft SharePoint
  • Familiarity with VA OIT Veteran-Focused Integration Process (VIP), DevSecOps, and Agile methodologies.
  • Familiarity with Jira and Confluence tools.
  • Knowledge of and success performing in a role within a Project Management Office for large programs in the federal government environment
