Job Description


SAIC is seeking a Financial Analyst to support our customer within NAVAIR in the Avionics Component Improvement Program (AvCIP) in Patuxent River, Maryland by providing budget execution, and financial management.


Responsibilities include:

  • Planning, budgeting, management and coordination of the Avionics Component Improvement Program (AvCIP) efforts required to meet program objectives and achieve program cost, schedule, and performance goals

  • Evaluate and coordinate program execution plans to ensure program requirements and objectives are met and fall within execution guidelines for budget and contractual execution

  • Compile and coordinate budgetary presentation materials and execute annual AvCIP selection board.

  • Create, review, submit, and track Work Assignment Agreements (WAAs)

  • Record Procurement Initiation Documents (PIDs)

  • Familiarization with the Procurement Management Tool (PMT) requests, and Budget Execution Sheet (BES)

  • Prepare Financial Sheets (AFS), using the Military Interdepartmental Purchase Requests (MIPRs)

  • Coordinate inputs of approved Spend Plans into the Common Spend Plan Tool (CSPT).

  • Consolidate platform funding requirements, track obligations and expenditures in Navy ERP, and provide monthly status reports

  • Assure that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations

  • Continually monitor expenditures in relation to planned levels

  • Assist the Business Financial Manager to manage contract actions

  • Reconcile accounts and resolve discrepancies

  • Coordinate and attend financial management meetings, training sessions, and database briefings



Required Education & Experience:

  • Bachelor’s degree in business administration, finance, or accounting and 3 years of experience in business administration, finance, or accounting; Four (4) years experience accepted in lieu of degree.
  • Experience with the Navy Enterprise Resource Management (ERP) Systems.
  • Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes
  • Skill in gathering, assembling, and analyzing factual information, such as in accounting reports, financial records, and work reports


  • US Citizen with the ability to obtain a Secret Clearance.
