SAIC is seeking a Budget Planning and Execution Analyst for a National Reconnaissance Office (NRO) Systems Program Office (SPO) in Chantilly VA.  The SPO will field multiple, short time to market space systems.  The candidate with interact and coordinate daily with numerous stakeholders (senior acquisition leadership, Program Managers, Technical Leads, and external organizations).  Daily and weekly facilitation of budgeting processes will be required to include risk management boards, engineering review boards, and other leadership review boards.  A candidate with experience in government budgeting for space programs is needed.  The candidate will be expected to continually balance and adjust work priorities to meet short term work suspense and rapidly evolving customer needs.  The successful candidate must have excellent communication and team skills.   

 


Key responsibilities include, but are not limited to:

  • Support Program Managers and Program Control on financial-related decisions
  • Evaluate contractor financial and budget data for trends or anomalies
  • Provide formal and informal status to the SPO on the program financial status and requirements, maintain current year expenditure and obligation data,
  • Maintain accurate budget data in the Government Estimate at Complete (GEAC) and update as necessary for execution year ad out-year budget cages
  • Support the implementation of PC responsibilities, including Business Management Reviews, Cost Accumulation Policy (CAP) compliance, GEAC maintenance, and other financial reporting
  • Develop spend plans, monitor execution rates and briefs leadership on programmatic metrics in comparison to DoD and DNI goals
  • Plans, initiates and coordinates approval of Requests for Contract Actions (RCA) and Military Interdepartmental Purchase Requests (MIPR)
  • Create, coordinate and brief financial status briefings
  • Maintain financial databases and tools
  • Develop program inputs with Program Manager, Contracting Officer's Technical Representative (COTR), Contracting Officers, SPO Program Control and Budget Planning Office representatives
  • Develop program inputs for Congressional Budget Justification Books (CBJB) and Intelligence Program Budget Submissions (IPBS)

Qualifications


  • BS Degree with 9+ years of experience
  • 7+ years of Budget Planning & Execution experience
  • 5+ years Government space acquisition experience
  • Organizational Conflict of Interest (OCI) free, capable of providing technical and acquisition support to Government
  • Active TS/SCI clearance with background investigation within 5 years and a polygraph

 

DESIRED EDUCATION, EXPERIENCE, AND QUALIFICATIONS:

  • 3+ years working with NRO/SPO financial management tools
