JOB DESCRIPTION:



The Defense Systems Customer Group currently has a career opportunity for a Training and Certification Policy Senior Training Analyst to provide training program analysis and action officer support to Commander, Carrier Strike Group Four (CSG-4) in Norfolk, VA.



Program analysts have experience at the senior level including supervisory experience. Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise.



The ideal candidate will be an experienced training program analyst and SME in certification of strike groups and independent deployers (ID). He/she will have experience with the budgetary requirements and use of metrics to capture cost, readiness and training performance. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as applicable Program Analyst experience in:



U.S. Navy fleet and Joint training operations, policy, and staff procedures.

Managing/ prioritizing large, complex projects involving numerous stakeholders.

Leading working groups and cross-functional teams.

Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

Engaging Senior Staff at the Flag Officer/Director/Manager level.

Conducting fleet aviation training analysis/assessment to identify gaps, training needs and solutions.



Specific Functional Area duties include:

Coordinate responses to data calls from higher authority and incorporation of new mission areas in the certification of strike groups (SG), amphibious ready groups (ARG)/marine expeditionary units (MEU) and independent deployers (ID) into the integrated training phase for the east coast SGs.
Draft implementation plans and assist in development of strategic guidance to subordinate command leadership.

Coordinate/integrate multiple complex and integrally linked integrated training phase programs with other services, coalition nations and other government agencies.

Provide recommendations and advise Fleet-wide training technology strategies that will benefit the training mission while supporting major command Fleet training process alignments.

Develop and maintain effective metrics to capture cost, readiness, and training performance.

Provide draft CSG-4 input on Fleet-wide Navy training and readiness policy and procedural issues in coordination with U.S. Fleet Forces (USFF), Commander, U.S. Pacific Fleet (CPF), Type Commanders (TYCOM), Systems Commands (SYSCOM), Joint Staff and Numbered Fleet Commands (NFC).

Assist in the development of training requirement documents.


Qualifications

REQUIRED BACKGROUND / EDUCATION / SKILLS:

Must be a U.S. citizen with Bachelor of Arts or Science degree and a Secret clearance with the ability to obtain a Top Secret/SCI clearance.
Active military duty experience including fleet and Joint training, and operational experience at the senior Enlisted or mid-grade officer level or higher.

Eight (8) years of general training program analyst and Functional Area experience (12 years in lieu of degree will be considered): see detailed tasks above.

Superior knowledge of analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations and executive correspondence.

Must possess proven written and verbal communication skills at the junior management and senior executive level, and be able to act independently.

Experience in use of MS Office (e.g., PowerPoint) products.

DESIRED SKILLS:

Active military duty experience at a major command/staff. Experience as an Echelon III (or higher) staff officer is a “plus.”
Comprehensive understanding of all phases of the Optimized Fleet Response Plan (OFRP) and Fleet Response Training Plan (FRTP) and familiarity with Fleet Training policy documents, including the Fleet Training Continuum (FTC) and Type Commander (TYCOM) Training and Readiness manuals.

Familiarity with the Planning, Programming, Budgeting and Execution (PPBE) System, processes and functions; current DoD Budgetary principles and operational impact; Program Objective Memorandum (POM) submission process; budgetary data bases; and/or execution of annual and multi-year operating budgets.
