SAIC is seeking an Systems Engineer - DoD Industrial Base Monitor to join our team of qualified, diverse, and highly motivated individuals supporting the Office of the Under Secretary of Defense, Research and Engineering (OUSD(R&E)). The qualified candidate will provide extensive research, technical assessments, and policy recommendations, on existing and emerging technologies critical to the United States maintaining superior military capabilities. Work will be performed primarily at the Pentagon, the Mark Center in Alexandria, VA, and local company offices, supporting DoD, Research and Engineering (OUSD(R&E)), Department of Commerce (DoC), Department of State (DoS), and other Agencies. Travel will be required, less than 15% of the time, predominantly within the continental United States.

 

Primary responsibilities include:

  • Provide technical advice, project management, and continuous analysis for the Director for Technology Manufacturing Industrial Base (TMIB) responsible for conducting assessments of United States technical, development, manufacturing, and supply-chain ecosystems, strategies and investment plans, to maintain United States military and technological superiority
  • Provide continuous analysis, monitoring, and supply chain illumination for technology priorities, capacity, and maturity of the U.S. industrial base and associated technology, innovation, development, and manufacturing ecosystems, including tiered and sub-tiered supplier bases, and their ability to develop, deliver, and evolve enabling technologies, materials, and components
  • Evaluate, document, and communicate the results of previous and ongoing assessments, and apply strategies to protect and promote the U.S. industrial base, technology development, and investments; develop, implement, and monitor metrics to determine the success of strategies and policies implemented
  • Review Committee on Foreign Investment in the United States (CFIUS) cases sent to OUSD(R&E); track case progress, ensure completeness of review, and monitor outcomes; mitigate foreign ownership, control, influence, cyber penetration, and other exploitation threats to the US technology and manufacturing industrial base; implement the Foreign Investment Risk Review Modernization Act (FIRRMA), International Traffic in Arms Regulations (ITAR), and other related export control activities
  • Facilitate assessments of the confluence of technology concerns, business concerns, foreign involvement, and how that involvement might affect DoD modernization priorities, warfighting capabilities, technology advantage, and associated RDT&E investments, or otherwise compromise national security
  • Maintain awareness of DoD emerging technology and manufacturing ecosystem needs, the latest technological developments through technical journals, continuing education, and participation in professional engineering societies and other science and technology forums; implement appropriate vulnerability mitigation actions
  • Develop executive level decision briefs, develop courses of action for short and long range implementation and administration of strategic objectives; facilitate meetings of standing and ad-hoc groups and committees; implement courses of action in various engineering technical forums to resolve challenges and incompatibilities

Qualifications

  • Active Top Secret clearance with SCI eligibility
  • Bachelor’s degree in an engineering discipline or related science, technology, engineering, and math (STEM) field
  • Nine (9) years of related experience
  • Knowledge of DoD acquisition processes, policies, and guidance
  • Experience managing multiple projects, including cost/schedule/performance, preferably in DoD Program Offices
  • Excellent customer service skills, with an advanced understanding of professional relationship building
  • Excellent written and verbal communication skills
  • Proficient in Microsoft Word, PowerPoint, and Excel
 

Desired Qualifications

  • Master’s degree in engineering discipline or related science, technology, engineering, and math (STEM) field and seven (7) years experience
  • Knowledge of Office of the Secretary of Defense (OSD) organizational structures, functions, and communication protocols
  • Knowledge of the Committee on Foreign Investment in the United States (CFIUS),  OUSD(A&S)/Industrial Policy, Defense Technology Security Administration (DTSA), export controls, intelligence, counterintelligence and law enforcement organizations, interagency partners like DoC and DoS, and relevant policies, procedures, tools, and support services
