Description
This position will support an Overhead Persistent Infrared (OPIR) Joint customer Program Office responsible for acquiring the Overhead Persistence GEOINT Architecture (OPGA) that will provide the user community with OPIR capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity based intelligence information. This position supports a hybrid Agile process with the Government as the overall integrator in a Cloud Environment. The successful applicant will provide SETA support that will include coordination with the United States Space Force (USSF), the National Geospatial-Intelligence Agency (NGA), the National Reconnaissance Office (NRO) Ground Enterprise Directorate (GED) Integrated System Program Office (ISPO), the Missile Defense Agency (MDA), and the Space Development Agency (SDA) and other government agencies to provide subject matter support across Intelligence Community equities in OPGA and Joint OPIR Ground (JOG) projects. These projects are OPIR ground enterprise investments that provide integrated and interoperable OPIR tasking, collection, processing, exploitation, and dissemination within the OPIR ecosystem.
SUCCESSFUL CANDIDATE MUST:
Demonstrate the ability to plan, design, define, develop, document and baseline the OPGA and its intersection with the Department of Defense (DoD) systems, inclusive of business, data, network, security, and solutions-level architectures, to ensure enterprise systems work together in an integrated fashion to deliver mission capabilities
Demonstrate the ability to capture users’ needs by performing requirements elicitation directly with stakeholders, drafting and documenting requirements to implement changes to operational baselines
Serve on integrated cross-functional teams supporting studies and analysis
Define and document interfaces, system specs and capability requirements
Conduct end-to-end requirements analysis to ensure systems being implemented comply with standards and policies, and support enterprise control gates
SPECIFIC RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
Supporting the development, vetting, management and maintenance of the to-be architecture; conceptual, logical and physical architecture roadmaps defining the staged implementation path from the as-is to the to-be architecture and program and project-based solution-level architectures consistent with and derived from the OPGA-level architecture work
Assist the ISPO Chief Architect (CA) with creation and maintenance of the OPGA and ensure synchronization with DoD integration efforts
Assess the OPGA, MDA, and USSF products and identify gaps and provide alternatives to ISPO DoD Integration management for requirement allocation to the appropriate ISPO project
Regularly assess OPGA and DoD Integration efforts to ensure alignment with NGA, MDA, USSF and other customer architectures
Identify architecture dependencies and discrepancies across the ISPO acquisitions and assist ISPO in the reconciliation of such discrepancies with the acquisition projects and component acquisitions
Perform systems engineering functions to include requirements management, systems testing (validation and verification), systems analysis, configuration management, quality assurance, risk management, and stakeholder management
Participating in and facilitating large group TEMs with disparate members to reach requirement consensus to capture strategic capabilities for customers, both internal and external
Performing end-to-end analysis to determine which requirements may already be satisfied by existing systems and which requirements need to be allocated to new or existing systems
Developing clear, consistent, testable acceptance criteria and requirements, and ensuring proper traceability between different levels of requirements and architecture
Executing end-to-end processes and preparing and coordinating required documentation
Qualifications
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.
