SAIC is seeking an experienced Deputy Program Manager (DPM) to join SAIC’s team, in support of the U.S. Southern Command’s Cyber IT Enterprise Services (SCITES), to help provide our Nation for contingency planning, operations, and security operations to Central America, South America, the Caribbean areas.

 

The candidate will serves as DPM leading and overseeing business operation functions, including, but not limited to, ensuring on-time delivery of contract deliverables and meeting financial requirements of the program. The DPM will help manage and control a complex information systems architecture involving many disparate database, network, and communications systems and subsystems, including NIPR and SIPR, as well as, coalition/partner networks. The DPM will ensure process improvement efforts occur for all services provided by the team for the duration of the program. The DPM is a critical member of management team and serves as PM in the PM’s absence.

 

The candidate selected for this position shall: 

  • Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance

  • Define or contribute to the program baseline then execute the program to comply with baseline requirements

  • Manage risk, customer relationships, and program staffing

  • Ensure compliance with quality standards and escalate challenges to SAIC leadership

  • Support business development and program staff management

  • Organize, direct, and manage operational Information Technology (IT) infrastructure functions involving multiple, complex and inter-related project tasks within the United States Southern Command (USSOUTHCOM) Headquarters, Joint Task Force Guantanamo Bay (JTF-GTMO) in Cuba, Joint Task Force Bravo (JTF-Bravo) in Honduras, and 27 Security Cooperation Offices (SCOs) in South America, Central America, and the Caribbean. Manages multiple divisions of contract support personnel at multiple locations

  • Oversee multiple technical task leads ensuring system operational capabilities, availability and compliance

  • Maintain and manage the client interface at senior levels of the client organization

  • Achieve operational objectives by contributing information and recommendations to strategic plans and reviews

  • Champion the integration of industry best practices and innovation to improve operational performance, availability, capacity and cost efficiency

  • Prepare and complete action plans, implements production, productivity, quality, and customer-service standards, while resolving problems, and conducting audits

  • Identify trends, determine system improvements, and implement changes to maintain and improve customer satisfaction


Qualifications

Required: 
  • Bachelor's degree and 14+ years and or equivalent experience in a broad range of assignments in tasks directly related to the proposed area of responsibility

  • ITIL V3/4 Foundation Certification
  • Top Secret Clearance
  • Experience performing supervisory functions such as time approvals for charging; expense reports, and travel plans; employee performance coaching and feedback; salary administration; and staffing functions

  • Experience in SAIC program management processes and tools

  • Familiarity with IT and communication hardware, software and network infrastructure

  • In depth understanding of DESMF/ITIL Framework
  • Strong understanding of Quality processes and Governance in the IT operations environment

  • Extensive experience and understanding of Project Management methodology and direct management of large multi-million dollar projects

  • In Depth understanding of IT Operations Management and KPI/SLA management with a focus on Customer Experience Management

  • Clear, authoritative and professional communication skills

  • PMP Certification, highly desirable
  • CISSP, or other equivalent IAT-III certification, highly desirable
