About the SAIC MSI Program


SAIC has been awarded a $165 million contract by the Commonwealth of Virginia to serve as a multi-sourcing service integrator (MSI). Under the contract, SAIC will provide an innovative approach to assist the Virginia Information Technologies Agency (VITA) with modernizing the state’s technology infrastructure. SAIC will coordinate and monitor multiple IT infrastructure services suppliers for state executive branch agencies. The MSI is the cornerstone of a strategy that will diversify the state’s portfolio of suppliers, improve service delivery quality, ensure cost-competitiveness, and provide transparency and accountability into the commonwealth’s service delivery platform.


JOB DESCRIPTION/POSITION OVERVIEW:


The Project Manager is responsible for the planning, execution and delivery of IT projects that include any and all phases of the project life cycle. The Project Manager is accountable for the delivery of projects on time, within budget, with high quality and within scope. This position focuses on the implementation of efforts within the Virginia Information Technology Agency (VITA) area. This position serves as the liaison between PMO, project team, VITA and Agency Leadership. The position provides overall Program/Project Management for IT projects and oversees solution implementation, drives continuous improvement to business processes and ensures projects meet productivity, quality and client/stakeholder satisfaction goals and objectives.

The Project Manager will provide professional, technical and administrative services to support the PMO in the governance and execution of projects, programs and enhancements.


PRIMARY RESPONSIBILITIES:
  • Responsible for the implementation of IT programs/projects/efforts in accordance with PMO guidelines and principles.
  • Facilitate the definition and declaration of project scope, milestones, tasks, deliverables and resource requirements.
  • Maintains project plans, status reports, risk and issue logs, budget/ongoing project forecast of financials and resources.
  • Tracks key project metrics (schedule, financial variances) to drive improvement.
  • Guarantees requirements are being accomplished and monitors and reports performance against plans to ensure project cost, scope and schedule objectives are met.
  • Establish a communication strategy in partnership with customers, stakeholders, sponsors, and project team.
  • Keeps user experience in the forefront of all efforts. Work with technical and business teams when creating technologies and communications plans to provide ideal user experience.
  • Develop strategies for risk mitigation and contingency planning.

Qualifications

TYPICAL EDUCATION/EXPERIENCE:
  • Bachelor Degree in related discipline and ten (10) years or more of related experience; Masters and eight (8) years or more experience; May consider a high school education and an additional 4 years of experience in lieu of a degree. 
  • Understanding and adherence to PMI’s or similar Project and portfolio methodologies
QUALIFICATIONS:
  • PMP Certification
  • 3 years of experience in a large organization working in a program/project management role
  • Ability to execute tactical project level activities and tasks
  • Comprehensive knowledge and experience defining project scope, team building, business requirements and understand functional/technical specifications
  • Established record of defining and developing rightsized project management processes
  • Proven experience working with matrixed, geographically dispersed teams
  • Comprehensive business acumen and understanding of integration process
  • Must be well organized and possess managerial experience
  • Working knowledge of project lifecycles and project lifecycle methodologies
  • Working knowledge of ITIL and Service Management processes
  • Able to identify and solve problems with guidance and limited resources
  • Capable of collaborating with cross-functional teams and stakeholders to establish and secure a reliable and productive working relationship
  • Ability to effectively communicate with peers written and verbal
  • Excellent written, communication and interpersonal skills
  • Solid computer skills with recent Microsoft applications (Excel, Word, PowerPoint and Project)
This position requires SAIC's customer approval of your qualifications to support the Virginia Information Technology Agency (VITA) -  (MSI) Support Services Contract which includes successful completion of the VITA Enterprise Background Check, comprised of a Virginia State Police and Federal Bureau of Investigations fingerprint background investigation.
