JOB DESCRIPTION: Leveraging domain expertise, develops comprehensive understanding of customer requirements and leads the development of a complete solution meeting all technical requirements resulting in a price competitive proposal. Identifies technical staff needs to support Pre-B&P and B&P activities. Coordinates assignments of technical personnel to proposal efforts. Coordinates with team member technical leadership and technical contributors on solution development, proposal writing, and estimating. Writes and reviews proposals. Oversees the development of bassis of estimates (BOE). Provides subject matter expertise to meet customer technical, schedule and cost requirements. Meets with customers on SAIC's capabilities, services and solutions for capture efforts. Provides solution-related technical support after award as needed. PROBLEM COMPLEXITY: Exhibits solutions to problems of unusually complex which require a high degree of ingenuity and innovation. Challenges are always unique and solutions may serve precedent for future decisions. FREEDOM TO ACT: Often acts independently to uncover and resolve issues associated with the development and implementation of operational programs. Work is checked only to the effectiveness of results obtained, typically requiring a long-term perspective. Virtually self-supervisory. Makes final decisions on administrative or operational matters and ensures operations' effective achievement of objectives. IMPACT: Decisions affect the financial, employee, or public relations posture of the organization. Erroneous decisions or recommendations would have a long-term negative effect on organization's reputation and business posture. LIASON: Serves as consultant to top management in long-range goals and objectives, company policies, programs and capabilities. Prime spokeperson on company's capabilities and future directions. Often instrumental in attracting and obtaining major new company business.
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and eighteen (18) years or more of related experience; Masters and sixteen (16) years or more experience; PhD or JD and eight years(8) or more experience.
