Join SAIC’s OneSETA Team to provide our government customer with Consultation, Advisory and Assistance Services in support of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Silicon Valley Innovation Program (SVIP). The mission of the Science and Technology Directorate (S&T) is to improve homeland security by working with partners to provide state-of-the-art solutions and/or technology that helps them to achieve their missions.  S&T partners and customers include the operating Components of the Department, other government agencies, State, local, tribal, and territorial emergency responders and officials.



As part of the Office of Industry Partnerships, the Silicon Valley Innovation Program (SVIP) works with the innovation community to tackle the hardest problems faced by DHS’s operational missions. The SVIP expands the S&T Directorate’s reach to find new technologies that strengthen national security. The SVIP reaches out to innovation communities across the nation and around the world to harness the commercial R&D ecosystem for government applications, co-invest in ideas, and accelerate transition of products to the federal market.



A SETA III Senior Scientist researches, analyzes and computes mathematical, physical and scientific data to inform polices or programmatic decisions. Applies advanced methods and techniques in a particular field of scientific specialization. Develops, recommends and refines methods, theories and techniques to evaluate solutions to complex problems and to enhance performance standards, quality and productivity. Provides input to strategies, plans, guidance, etc.



For this position at DHS Silicon Valley Innovation Program (SVIP):


  • Prepare and submit SVIP documents including funding documents, status reports, testing summary documents, analysis plans, and other reports and data calls during all phases of SVIP.

  • Prepare and submit documentation as assigned by the government in support of transitioning technology to DHS component commands.  These will include how technology is to be acquired by the DHS Component, what technologies have been transitioned and other transition-related data.

  • Update SVIP Policy documents and document changes to reporting Policy requirements and other Mission Oriented Policy documents. Provide advice, assistance and guidance in the policy development for engineering and technical support in the identification, assessment, evaluation, and test and evaluation (T&E) of existing and emerging technologies, systems, and capabilities.

  • Provide consultation, advice, assistance and guidance for the coordination with related government, academic, and industry programs; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.

  • Provide consultation, assistance and support in the technology transition efforts by monitoring performer activities and developing plans, policies and transition pathways and roadmaps for S&T’s research and development.

  • Provide consultation, advice, assistance and guidance to utilize professional networks within the Government and private sector to help:

    • Portfolio companies connect with potential technology piloting and technology deployment opportunities.

    • Identify innovative technologies and companies that are relevant to the needs of DHS customers. 

  • Provide assistance to track and assess technical milestones and deliverables produced by Portfolio Companies.

  • Provide consultation and assistance to evaluate technologies, companies, products and capabilities that could be adapted to meet Homeland Security operational needs.

  • Provide consultation, assistance and advice to research and analyze trends and activities relevant to DHS component requirements to determine impact and relevance for S&T.

  • Provide advice, assistance and guidance to support the development and production of architectures, organizational charts, and operations plans and procedures, to include program Standard Operating Procedures.

  • Provide advice, assistance and guidance to consult with performers and stakeholders and facilitate contacts between performers and DHS stakeholders/potential end-users.

  • Provide advice, assistance and guidance to study and analyze input for the development of S&T technical briefings and presentations. This includes consulting for the preparation and review of presentations, reports, project schedules and weekly status input.

  • Provide advice, assistance and guidance to identify, analyze, and develop potential DHS S&T SVIP foreign investment risk mitigation strategies, policies, data collection methods, notification and reporting requirements, and best practices.

  • Provide assistance and guidance to consult with DHS and S&T offices to document and update changes to reporting policy requirements and other program documents.

  • Provide advice, assistance and guidance to identify requirements for and to analyze startup company intellectual property protection risks, mitigations, and best practices.

  • Provide advice and assistance to research and analyze emerging startup technology trends and activities, and assess their relevance to DHS SVIP program objectives and roadmaps.

  • Provide advice and assistance to research and analyze national and global venture capital market development and investment trends and activities, and assess their relevance to DHS (Inclusive of the SVIP) program objectives and roadmaps.

  • Provide advice and assistance to identify and analyze Federal agency science and technology programs, activities, and roadmaps to support DHS Cybersecurity and SVIP science and technology roadmap development and program strategy options.

  • Provide advice and assistance to analyze DHS Integrated Product Team (IPT) capability gaps and requirements and assess their relevance to DHS SVIP program objectives and roadmaps.


For SAIC, a Senior Manager is responsible for successful delivery of a program to a customer; or manage performance of a task or project as part of a larger program under direction of another PM. Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance. Define or contribute to the program baseline then execute the program to comply with baseline requirements. Manage risk, customer relationships, and program staffing. Ensure compliance with quality standards and escalate challenges to SAIC leadership. Support business development and program staff management.


 A Senior Scientist reviews and analyzes data from research studies, develops reports and conclusions based on those data, makes recommendations regarding areas of investigation needed in specific research program areas, develops program and product development plans to accomplish specific research/product goals, etc., and critiques/evaluates individual research projects and overall research programs. Experience should include the knowledge of software development and the development of concepts of operations. These scientists will use advanced data reporting techniques, mathematics and statistics in order to conduct and report their research. Directs through lower management levels. Has responsibility for managing a function that includes multiple related departments. Has overall control of planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods.



Qualifications

REQUIRED:



  • BS in a technical discipline and 15+ years of experience.
  • Must have fifteen (15) years experience supporting research and development (R&D) in emerging technologies. Of these years of experience, this professional must have at least five years of specialized experience in the transition of commercial technologies to the federal government. 
  • Experience should include the knowledge of software development and the development of concepts of operations.
  • Must have at minimum, a current Secret clearance.
  • Must be a US Citizen.
  •  


DESIRED:


  • Advanced degree of study in Information Management or Technology Management is highly desired. Sufficient technical experience with Homeland Security related work may substitute for education requirements.
  • Experience in a Systems Engineering Technical Assistance (SETA) environment.
  • Travel may be required.
  • Prior DHS contractor fitness (suitability) authorization determination.
  • Prior DHS experience including any DHS components or HQ Directorates, especially DHS S&T.
  • Detailed knowledge of and recent demonstrated experience working with appropriate offices and staff within the Homeland Security Enterprise (HSE) including DHS, other Federal Agencies, Congress, foreign partners, industry groups, and private sector stakeholder entities on issues relating to the DHS mission space.
