Description

SAIC is seeking a Satellite Verification and Test Engineer to provide system engineering and technical assistance within a Government Satellite Program Office. This position is located in Chantilly, VA and requires a TS/SCI clearance with Polygraph. 


Initial responsibilities will focus on executing & tracking requirement verifications and acting as a POC during development contractor Verification Review Boards (VRBs).  Additional duties will also include working as a Program Office technical focal point for upcoming enterprise level test activities.

 
Position Key duties/responsibilities include:
  • Assess program requirements for appropriate verification method
  • Evaluate contractor-provided evidence to determine verification of requirements
  • Coordinate verification review efforts across customer (including government, SETA, and FFRDC)
  • Maintain verification roles & responsibilities in DOORS
  • Export requirement traces, specification, and other views from DOORS to reviewers
  • Develop tracking tools to monitor and report overall progress to customer
  • Establish and/or lead system test working groups to develop test planning documentation required for each test owned by the customer organization
  • Coordinate test planning documents with government and contractor teams, as appropriate
  • Acts as, or assign, test conductor for each test owned by the customer organization
  • Support or coordinate customer organization participation in test events led by other organizations
  • Draft and/or review Detailed Test Plans (DTPs) and associated Checklists; ensure compliance with government standards and plans (such as the NRO Test and Transition Plan [NSTTP])
  • Develop and review Requests For Change (RFCs) impacting program testing and associated documentation
  • Draft Test Readiness Review (TRR) criteria (as recommended by the NSTTP), coordinate TRR dry runs, and lead TRR execution
  • Manage Action Item and Issue list for each test as part of Test Working Group
  • Develop and maintain test task list or schedule with milestones and giver-receiver tasks
  • Review and manage comments to test plans & procedures written by test participants
  • Monitor test execution, document completed objectives, and report status to senior Government leadership
  • Track Discrepancy Report (DR) work-offs to close liens against the test objectives
  • Identify evidence required for closure of allocated enterprise/system-level requirements
  • Establish and lead the Test Review Board in support of closure of enterprise/system-level requirements
  • Work with SED to establish test dates for future customer organization test campaigns


Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fourteen (9) years or more experience; Masters and twelve (7) years or more experience; PhD or JD and nine (5) years or more experience. Note experience may be substituted in lieu of education. 


  • Active TS/SCI with Polygraph
  • Familiarity with DOORS requirements management software
  • Minimum of 5 years experience leading similar test campaigns for NRO GEOINT systems
  • Minimum of 5 years experience with NRO GEOINT systems
  • Demonstrated excellent communication, organization, and leadership skills
  • Must be self-starter, requiring little to no government direction 
Desired Qualifications:
  • CSEP/ESEP certification
  • Proficient in DOORS
  • Familiarity with NRO command media associated with system/enterprise test and integration
  • Familiarity with NRO Command & Control (C2) systems and ground sites
  • MS in math science, or engineering field
  • 10 years experience leading similar system test campaigns for NRO EO systems
  • Familiarity with NRO EO vehicle operations
