Summary

SAIC has an opportunity for a Specialty Systems Engineer to work on an exciting, fast-paced SETA program.  This position provides programmatic, strategic and technical planning, and collaboration expertise to a government headquarters operational innovation organization overseeing the efforts multiple geographically dispersed laboratories.   This position provides critical program management support to the Director, Operations Innovation and headquarters staff; and facilitates the collaborative innovation activities of government managers, 15 SETA personnel, and numerous supporting contractors.  The successful applicant will provide proactive analysis, alternatives, and recommend solutions to a wide range of complex and challenging activities to help transition R&D efforts to an operational baseline.

 
Primary Responsibilities
  • Perform programmatic analysis; document, and present findings
    • Review evolving program requirements, evaluate proposed program changes (requirements, funding, contract actions, etc.); make recommendations on path forward and take actions to close on program needs
    • Evaluate and develop measures of effectiveness, create new procedures to facilitate continued success of lab programs
    • Participate as a reviewer in working groups, engineering review boards, design reviews, test readiness reviews, operational readiness reviews, etc.
    • Review programs for high risk areas and recommend handling/mitigation approaches
    • Support budget planning activities and ad-hoc “what if” analysis
  • Collaborate with SETA team members, development contractors, and customer forums
  • Effectively communicate and coordinate with contracts and budget personnel; government managers and engineers from various government organizations and contractor companies; prepare and present briefings, white papers and other staff products to customer on various topics when requested
  • Conduct outreach with the laboratory communities and support efforts to solve hard problems
  • Serve as Contract Element Lead (Key Person), overseeing and guiding efforts of ~15 SETA staff on contract; accountable to Contractor PM and government

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and eigtheen (18) years or more experience; Masters and sixteen (16) years or more experience; PhD or JD and fifteen years or more experience

Required Qualifications
  • Top Secret/SCI clearance with Poly
  • Ability to identify impacts and pitfalls associated with projects and provide mitigation actions
  • Program lifecycle experience from concept development and design to deployment and operational maintenance
  • Experience across the entire systems engineering and project management lifecycles
  • Experience with mission integration, data processing, external interface management, and system operations.
  • Polished communicator, technical topics readily understood by all stakeholders.  Strong documentation skills, a superior technical writer

  • Translates complex issues and data into crisp, meaningful graphics to enable informed decision making

  • Proficient with MS Office (Word, PowerPoint, Excel), MS Outlook, MS Project)
Required Education/Experience
  • 15+ years complex project / program management experience
  • 5+ years of related collaboration experience
Desired Qualifications
  • Master’s Degree
  • Experience in operational environments
  • Industry certifications (e.g. PMP, CSEP, CISSP, CISM, etc.)
