Description
SAIC is seeking a Senior Program Management to work on our Defense Threat Reduction Agency (DTRA) Research and Development Directorate (RD) Advisory and Assistance Services (A&AS) contract in support of the Counter Weapons of Mass Destruction (WMD) Technologies Department (RD-CX). The general responsibilities of this position will be to provide focused senior-level advice and support to the CX Department Director in strategy development, program planning, budget planning and coordination of A&AS efforts across the Department. This position is in direct support of the Department Director (an SES member) and the Deputy (an Army O-6) and requires the incumbent to think and interact with the CX Director at a strategic level. The CX Director will expect the incumbent to anticipate requirements, and be ready to recommend actions, responses and initiatives. The position is located at the DTRA headquarters at Fort Belvoir, VA. Some support may be provided via telework. Support will be provided during DTRA core work hours M-F. Occasional CONUS travel may be required.
Specific duties include:
Support for strategic planning, program planning and budget formulation at the executive level
Support for development of annual budget estimates submissions, future years defense plan and long range budget plans in support of Counter-WMD R&D programs
Development of executive correspondence, program briefings, etc.
Support in the development of Department policies, and procedures
Management support to the CX Director and Deputy in execution of defense R&D programs in accordance with DoD and DTRA Directives
Coordination of A&AS program support across six Divisions within the Department.
Qualifications
Mandatory Qualifications:
Current/active DoD TS security clearance with access to SCI
At least 20 years of relevant professional experience
Master’s degree in science or management related discipline
Experience in the development and management of Research and Development programs
Experience with DoD correspondence and administrative procedures
Experience with DoD Planning, Programming, Budgeting and Execution System (PPBES) and financial management policies and processes
Experience in preparing briefings for senior Government officials
Graduate of Senior Service School (Example, Army War College or Air War College)
Highly skilled in the use of Microsoft Office (Word, PowerPoint, Excel) and SharePoint.
The ideal candidate thinks at the strategic level, is thorough, has mature judgement, and can work under time pressure
Desired Qualifications:
25 years or more of experience
Experience as an action officer at OSD, on a Service Headquarters Staff or the Joint Staff with experience in Program Objective Plan (POM) development
Experience with DoD Research and Development appropriations/program management and policies
Experience with counter proliferation or Counter-WMD R&D efforts
Experience working in DTRA
Experience with DTRA R&D programs
Experience with DTRA acquisition management, policies, and processes
Completion of Defense Acquisition University courses or certification under the Defense Acquisition Workforce Improvement Act
