SAIC is looking for a Site Facility Lead and Contractor Special Security Officer with an active TS/SCI to work at our location in Arlington, VA.


The candidate will serve as primary POC for all Facility and Security related matters for a customer sponsored SAP laboratory/Facility and lead a team to accomplish the following objectives: 

  • Interfacing with the government Special Security Officer (SSO) for all matters concerning the SCIF, and serve as a liaison between facility SSO and other government security representatives for onsite Mission Partners.

  • Maintaining the physical security standards for the SCIF per government regulations, ICD’s and direction from the SSO as well as for documenting and maintaining SCIF process and procedures through applicable SOP’s.

  • Maintain SCIF and SAPF accreditations to include transference of cognizance (TOC) to appropriate Cognizant Security Agency (CSA)

  • Act as an advocate for the security program, using sound communication expertise and work with senior level managers to accomplish missions

  • Investigate security violations and submit required reports to the government

  • Initiate and coordinate facility work orders/repairs to ensure internal control are compliant and perimeter control is secure

  • Responsible for facility access control support, intrusion detection, safes/locks, hardware, and doors

  • Assist with the development, implementation and monitoring of security policies and procedures, to include the insider threat program

  • Responsible for maintaining and updating the facility secure space documentation (e.g. Accreditation Letters, Inspection Results, Fixed Facility Checklist)

  • Manages the facility security guard force

  • Responsible for documenting and maintaining applicable Security Officer SOP’s and  Post Orders

  • Responsible for documenting and maintaining applicable Facility Security Indoctrination briefings upon Entry and Exit

  • Responsible for providing assistance for the preparation, processing and coordinating the signatures for the facility Co-Use Agreement’s and DD 254’s 

  • Responsible for the coordination, preparation and processing of contract personnel nomination packages

  • Responsible for maintaining facility alarm systems and coordinating after hours contact information with the alarm service provider

  • Responsible for documenting and maintaining facility emergency action plan.

  • Conduct Semi-Annual Facility Self-Inspection and process required documentation for the facility annual re-certification

  • Maintain SCIF access roster

  • Responsible for documenting and maintaining applicable Facility Open and Close Instruction briefings

  • Responsible for maintaining and updating facility floor plans as required by the SSO

  • Responsible for the approval and processing of facility badges for new facility personnel 

  • Responsible for ordering badge supplies

  • Responsible for the coordination of Computer system updates with the ISSM and SSO

  • Work with the ISSM to ensure all network system inventories are captured, maintained and kept up to date

  • Responsible for conducting facility personnel random security checks in compliance with applicable regulations and reporting results to CSSO

  • Conduct annual alarm testing and provide results to the SSO

  • Create and maintain Continuity Folder (includes, but not limited to: POCs for towing, etc.);

  • Coordinate with Site Information Systems Security Manager (ISSM) on matters relating to IT in the SCIF

  • Manage the Facility parking

  • Conduct Annual Security Refresher Training for all permanent SCIF residents;

  • Provide status of visit requests for large and/or high visibility meetings to meeting POC two days prior to meeting date;

  • Ensure 24X7 coverage of front desk after hours, on weekends and holidays via after hours security guard vendor;

  • On an as needed basis, serve as backup to Receptionist;

  • Ensures that all copiers, scanners, and printers have proper classification signage

  • Ensure facility appointment and accreditation letters are up to date


Qualifications

 

REQUIRED EDUCATION AND EXPERIENCE:

 

  • Bachelor’s degree and fourteen (14) or more years of experience, additional years of experience may be considered in lieu of a degree.
  • 5-10 years in a multi-mission environment
  • 5-10 years of experience as an FSO
  • Experience operating in a fast pace mission based facility
  • Experience in implementing US Government regulations and ensuring classified facility and program compliance
  • Strong understanding of the Intelligence Community and ability to resolve problems effectively
  • Strong attention to detail and willingness to assist customers as needed

 

 

DESIRED EDUCATION AND EXPERIENCE:

 

  • A minimum of five (5) years of experience supporting the Intelligence Community
  • Security certifications

 

 

REQUIRED CLEARANCE:

 

  • An Active TS/SCI Clearance with the ability to sit for a polygraph as needed.
