JOB DESCRIPTION: SAIC is hiring a Programs
and Planning Division Analyst in Hunstville, AL for a high-visibility role within an Army
Project Office supporting multiple ground and aviation missile rocket weapon
systems and munitions (e.g. TOW, Javelin, LMAMS, HELLFIRE, JAGM, and Hydra-70
DUTIES & RESPONSIBILITIES:
assigned duties while working in a fast-paced business management operations
cell directly supporting and reporting to Director and Project Manager level
senior leadership. Accomplishes assigned tasks with general direction and
minimal supervision while meeting often short suspense deadlines. Maintains
situational awareness of multiple simultaneous events within the project
experience, task management, collaboration, critical thinking, subject matter
expertise, decision support tools, models, statistical methods and other
professional principles to support products, solutions, and recommendations for
supported weapon systems.
tracks, researches, develops, and reviews various products, topics, and
documents, including presentations, spreadsheets, impact statements,
information papers, requirements documents, regulations, guidance, and funding documents
related to the project office and supported weapon systems.
analysis associated with supported weapon system requirements, development, strategies,
and impacts of current and future force structure and resourcing. References
Defense Acquisition and JCIDS processes for proper management of programs
throughout various life-cycle phases (e.g. development, testing, production,
deployment, operations, and sustainment).
Planning, Programming, Budgeting, and Execution (PPBE) processes for resourcing
Portfolio Analysis Review (SPAR) planning
Objective Memorandum (POM) programming
Budget (PB) development and submission
funding categories (e.g. Procurement, RDT&E, OMA, and OCO)
staff coordination and collaboration of products and documents across multiple
levels of organizations to include:
and divisions of the Project Office (e.g. Product Teams, Engineering, Finance,
Cost Analysis, Contracts, Logistics, International, and Project Office Senior
headquarters staffs (e.g. Program Executive Office (PEO), ASA(ALT), Army Budget
Office, and Army G3/G4/G8).
system stakeholder organizations (e.g. TRADOC Centers of Excellence, Capability
Development Integration Directorates (CDID), Research & Development Center,
and industry partners).
various online databases and tools to conduct research and analysis.
schedules, executes, and leads various meetings and presentations with working
groups and organizational leaders as required for executing assigned tasks.
Education / Experience:
Degree with 6+ years of relevant experience
Degree with 4+ years of relevant experience
- Clearance Requirement: Active Secret Security Clearance
in both verbal and written communications
in MS Office applications (specifically MS Excel, PowerPoint, Word, and
in Army staff operations and staff coordination
in using various online databases and tools
with Army / DoD PPBE processes
with Army / DoD JCIDS capability development and weapon systems requirements
with Army /DoD Acquisition and Program Management processes
with supporting and leading collaboration events and working groups
prior military experience as senior Company-Grade / Field-Grade Officer
prior experience working in an Army Project Office
prior experience in Army /DoD Acquisition and Program Management processes
prior experience in Army / DoD PPBE functions of Cost Estimating, Financial
Management, Budgeting, and Contracts Management
prior experience in Army / DoD JCIDS capability development and weapon systems
requirements determination processes
prior experience in SPAR, POM, President’s Budget, Congressional Review, and
P/R Form development processes
prior experience in one or more of the supported weapon systems and munitions
