SAIC is seeking an Sr Systems Engineer – DoD Microelectronics Assessments to join our team of qualified, diverse, and highly motivated individuals supporting the Office of the Under Secretary  of Defense, Research and Engineering (OUSD(R&E)).  The qualified candidate will provide extensive research, technical assessments, and policy recommendations, on existing and emerging technologies critical to the United States maintaining superior military capabilities.  Work will be performed primarily at the Pentagon, the Mark Center in Alexandria, VA, and local company offices, supporting DoD, Research and Engineering (OUSD(R&E)), Department of Commerce (DoC), Department of State (DoS), and other Agencies.  Travel will be required, less than 15% of the time, predominantly within the continental United States.

 

Primary responsibilities include:

  • Provide technical advice and services to the Director for Technology Innovation Base (TIB) responsible for conducting assessments of United States technical, development, manufacturing, and supply-chain ecosystems, and for creating future strategies and investment plans to maintain United States military and technological superiority; evaluate, document, and communicate results to inform the Assistant Director of Microelectronics
  • Provide continuous analysis, monitoring, and supply chain illumination for technology priorities, capacity, and maturity of the U.S. industrial base related to microelectronics, and for associated technology, innovation, development, and manufacturing ecosystems, including tiered and sub-tiered supplier bases, and their ability to develop, deliver, and evolve enabling technologies, materials, and components
  • Create and maintain an enduring set of deliverables and assessments required to field capabilities, including long-term technology development, industrial and innovation base production, critical DoD technology needs, increased opportunity for non-traditional supplier partnerships, assessments of academic and commercial research and development capabilities, private capital investment trends, and traditional defense contractor internal research and development (IRAD) investment to field cutting-edge advancements in the Microelectronics technology priority area
  • Identify activities and investments on the part of the DoD, its industry partners, and the extended global technology base to improve DoD’s abilities to develop, build, and field the system and mission capabilities it needs to retain military advantage and support U.S. interests
  • Review Committee on Foreign Investment in the United States (CFIUS) cases sent to OUSD(R&E); track case progress, ensure completeness of review, and monitor outcomes; mitigate foreign ownership, control, influence, cyber penetration, and other exploitation threats to the US technology and manufacturing industrial base; protect and promote the industrial base through implementation of the  Foreign Investment Risk Review Modernization Act (FIRRMA), International Traffic in Arms Regulations (ITAR), and other related export control activities
  • Facilitate assessments of the confluence of technology concerns, business concerns, foreign involvement, and how that involvement might affect DoD modernization priorities, warfighting capabilities, technology advantage, and associated RDT&E investments, or otherwise compromise national security
  • Conduct independent analyses of potential actions available to near peer nations to establish control of or otherwise adversely impact U.S. access to the global industrial base associated with military technology advantage. These independent analyses will include recommendations for actions the United States can take to retain military overmatch and prevent or delay adversaries from gaining such an advantage; include classified and proprietary appendices that build on existing assessments and evaluation activities of the U.S. manufacturing and defense industrial base and supply chains as well as anticipated timelines for adversaries to develop similar or countering capabilities
  • Conduct site visits to testing facilities, and critical material suppliers and component manufacturers, as required

Qualifications

  • Active Top Secret clearance with SCI eligibility
  • Bachelor’s degree in engineering discipline or related science, technology, engineering, and math (STEM) field
  • 14-19 years of related experience
  • 5 or more years of experience with microelectronics design, semiconductor device fabrication and/or foundry operations, radiation-hardened electronics, radio frequency electronics, electro-optical electronics, field-programmable gate arrays (FPGAs), defense electronics industrial base or related areas
  • Knowledge of the DoD acquisition processes, policies, and guidance
  • Excellent written and verbal communication skills
  • Excellent customer service skills, with an advanced understanding of customer relationship building
  • Proficient in MS Word, PowerPoint, and Excel
 Desired Qualifications:
  • Master’s degree in engineering discipline or related science, technology, engineering, and math (STEM) field
  • Knowledge of Office of the Secretary of Defense (OSD) organizational structures, functions, and communication protocols
  • Knowledge of the Committee on Foreign Investment in the United States (CFIUS),  OUSD(A&S)/Industrial Policy, Defense Technology Security Administration (DTSA), export controls, intelligence, counterintelligence and law enforcement organizations, interagency partners like DoC and DoS, and relevant policies, procedures, tools, and support services
