SAIC is looking for an Senior Program Manager the Vanguard 221 program at the US Department of State (DOS). This is a senior management position that provides direct supervision of all activities in support of DOS IRM Enterprise Network Management (ENM) Directorate for a T&M IT services contract.
The ENM Directorate is responsible for the management and oversight of the design, operations, and lifecycle management of the Department’s worldwide information systems. ENM’s responsibility includes all centrally deployed and managed components of the IT infrastructure Continental United States (CONUS) and Outside the Continental United States (OCONUS): OpenNet, ClassNet, EMINet, Cloud services transport, and intranet network connections as well as routers, switches, and servers at posts. ENM also leads the Department’s efforts in capacity planning, including the consolidation of networks and implementation of virtual private networks (VPNs).
The ENM Senior Program Manager leads 300+ managers, technicians, analysts, and engineers who provide global IT services to the DOS. The team operates, maintains, designs, tests, and deploys new capabilities and solutions to modernize and secure the DOS IT infrastructure. This position requires a unique combination of skills including leadership and management, IT project management, technical thought leadership and innovation, process maturity, continual service improvement, senior management communications, and systems engineering.
The ideal candidate will have a proven track record of success in industry, government service, and/or academia, and experience leading organizations with greater than 75 employees for more than 3 years
Description of Duties:
Work with government counterpart (ENM Director or other designee) to plan, manage, and coordinate the activities of the directorate
Oversee, manage, motivate, and lead staff of over 300 engineers. Responsible and accountable to Program PM and customer for all work performed by ENM staff across all ENM divisions including Enterprise Operations, Global Technology Services, Network Engineering and Design, Perimeter Security, and Telecommunications, Wireless, and Data.
Hire resources to fill open positions after receiving government approval to proceed
Manage and monitor the performance of resources on the T&M contract
Manage, monitor, and report the following costs for the Current Period (current) and Year to Date (cumulative):
Variance and impact
Projections on cost overruns
Analyze new requirements for impact to current work, and make recommendations.
Provide data to the government in support of operational metrics
Provide technical leadership
Perform program management tasks in support of the COR, VMO, and/or VG 2.2.1 Program Management Office
Manage, monitor, and coordinate with the Government on communications with external ENM stakeholders and customers including IRM/FO, IRM/IA, IRM/BMP, and other IRM/OPS directorates including MSO, SIO, and CSO.
Function as the escalation point for all Division and Branch contractor staffing and technical issues that cannot be resolved at that level.
Create trade studies, feasibility studies, business case analysis, corrective action plans, and other analysis on technical solutions

B.S. degree in engineering, science, mathematics, management, or related field is required
7 to 10+ years of progressive, IT engineering, project management, program management, service design, or/or service transition experience
Secret Clearance, with the ability to be granted a Top Secret Clearance
PMP is desired
ITIL Certifications are desired
Master’s Degree in engineering, science, business or mathematics is desired
Technical and/or process certifications are desired
