Job Description


SAIC is seeking a Chemical Biological Defense Project Manager to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Advanced & Emerging Threats Division (RD CBS).The successful candidate will serve as an action officer and advisor for a science and technology portfolio of projects to counter chemical and biological threats; and provide support for, and coordination of, RDT&E acquisition and planning, programming, budgeting, and execution processes. The assigned portfolio focuses on chemical threats, with opportunities for involvement in data science, machine learning and computational chemistry.



The qualified candidate will: 

  • Leverage toxicology or chemistry knowledge to review proposals, technical reports, experimental or theoretical techniques, scientific studies and statements of work to ensure technical validity

  • Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences.

  • Understand capability gaps and assist in setting project- and product-level strategy and priorities, ensuring portfolios are responsive and mapped to program goals;

  • Advise the program team on risk assessment and risk management, technology portfolio and pipeline management, business and contracting strategies, technology transfers, and intellectual property management;

  • Provide support to and coordination of acquisition and planning, programming, budgeting, and execution processes to include; track cost, schedule and performance of research projects

  • Create products for both technical and senior leader audiences;

  • Participate in Integrated Product Teams and serve as technical and programmatic point of contact


  • Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience

  • Active DoD Secret clearance

  • Combination of successful completion of a full course of study in an accredited college or university leading to a MS in Pharmacology, Toxicology, Physiology, Chemistry or a related discipline and 3 years’ experience, or BS in either of these disciplines and 5 years’ experience

  • Detail-oriented, self-starter with excellent communication and time management skills

  • High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software

Preferred Qualifications:

  • Project Management and/or acquisition experience in research and development

  • S&T project management experience in a laboratory and program management office or the DoD Chemical and Biological Defense Program.

  • Active / current DoD TS/SCI clearance

  • Knowledge of traditional and non-traditional chemical warfare agents

  • Candidate with strong chemistry background including knowledge of laboratory methods

  • Knowledge or experience in data science, machine learning or computational
