SAIC is seeking experienced personnel for a contingent position with the DHS Countering Weapons of Mass Destruction (CWMD) Operations Support Directorate (OSD) program to provide administrative, programmatic, training and exercise, medical operations, and information coordination services to in order to enhance the nation’s abilities to prevent terrorists and other threat actors from using weapons of mass destruction and support operational partners in closing capability gaps along adversary pathways.
The Systems Engineer provides technical support to DHS CWMD requirements gathering and traceability responsibilities. This includes problem definition, analysis, requirements development, traceability, validation, and implementation for complex to extremely complex systems in the homeland security area. Participates in the process of documenting, analyzing, tracing, prioritizing and agreeing on requirements in support of the DHS systems engineering process. Communicates requirements and systems engineering processes to relevant stakeholders and the federal, state, and local level. Coordinates requirements generation process across the Homeland Security Enterprise (HSE).
• Responsible for requirements generation, validation, verification, and development.
• Produces the following reports and conducts the related supporting processes:
o Capability Analysis Study Plan (CASP)
o Capability Analysis Reports (CAR)
o Non-Material Change Recommendation (NMCR)
o Mission Need Statement (MNS)
o Concept of Operations (CONOPS)
o Operational Requirements Document (ORD)
• Program support provides requirements related coordination and synchronization with other elements of CWMD, DHS HQ and DHS operational components.
At SAIC the Systems Engineer:
Performs Systems Engineering activities related to Information Technology or Engineering including: concept of operations formulation, requirements definition, analysis and engineering, system architecting, system analysis and design, interface and data architectures, validation and verification, systems integration, system & op. performance analysis, Lifecycle cost analysis & estimation, decision analysis and physical configuration analysis (PCA). Ensures the logical and systematic conversion of product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software or engineering specifications. Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements.

• BS degree, or equivalent.
• Minimum 3 years’ experience in systems engineering or related work.
• Must have at minimum, an active Secret clearance.
• Must be a US Citizen.
• Travel may be required.
• Prior DHS contractor fitness (suitability) authorization determination.
• Prior DHS experience including any DHS components or HQ Directorates, especially DHS CWMD.
