Description

SAIC is seeking a Principal Program Control Analyst to oversee and manage the budget and finance aspects of government mission operations and mission support requirements. This position is located in Chantilly, VA.


In this role you will perform detailed and complex analyses of contract and non-contract budgetary and financial requirements and trends, serving as a key liaison between technical planners and managers; contract managers and administrators; and multiple levels of government leaders, managers, and decision makers. 


You will learn and proficiently utilize multiple web-based financial systems to properly account for budget plans, requirements, transfers, and to complete any transaction necessary to facilitate budget execution. You will perform budget and financial management for multiple portfolios within the NRO mission operations and mission support directorates


Additional job duties include:

  • Perform complex and detailed contract analyses to ensure appropriate funding is planned and properly executed
  • Review program requirements, funding, and spend plans for accuracy and completeness ensuring optimal use of critical government resources.
  • Identify and convey resource trade-offs within and among competing programs and provide senior managers with resource alternatives.
  • Learn and optimally use corporate resource information repositories, databases, decision support tools, strategies, processes, procedures and reports to ensure accurate financial reporting and management oversight in support of program initiatives.
  • Perform monthly consolidation of invoice approval and coordination data from divisions and sites
  • Review funding documentation for accuracy and compliance with applicable NRO policies and instructions. 
  • Maintain appropriate internal controls to minimize data inaccuracy and/or unauthorized use of NRO funds.
  • Consolidate and review program level UFRs, recommending changes and prioritization to senior management.
  • Edit and draft budget summaries, charts, memoranda, issue papers and talking points for senior management.
  • Prepare and brief senior government management, collaborate with COTRs/CLIN managers to accurately fund government contracts, recommend options to fund high-priority mission essential projects.

Qualifications

Clearance Requirement: TS/SCI with Polygraph

 

 

Required Education and Experience:

  • Bachelors and ten (10) years or more of related experience; or Master and eight (8) years or more of related experience.   

Desired Experience:

  • Experience with NRO financial systems and tools
  • Experience with and understanding of DoD PPBE processes
  • Critical thinking and ability to work well with a wide variety of customers requesting financial data
