Description
•Serve as Program Manager/Training Manager in the Kingdom of Saudi Arabia (KSA) at the CIT/TC Training area in Riyadh Province.
•Develop and deliver a Training Program Development and Management Plan for RSNF C4ISR Training Plans to include:
a. Instructor Manning requirements
b. Identified tasks to be accomplished at OCONUS
c. Proposed Schedule for conduct of training
d. Logistical resource requirements
•Develop and deliver Training Conduct Support Documents to include:
a. Lesson Plans
b. Trainee Guides
c. Instructor Guide
d. On-the-job training Handbook data
e. Instructional Visual Aids
f. Training Material Change Data
•Attend and function as advisor and training SME for C4ISR formal and informal in-process reviews, design reviews, meetings, Integrated Product Teams (IPTs), conferences, and briefings occurring in OCONUS and in CONUS as necessary.
•Coordinate with Task Order Program Manager, RSNF Training Commodore, and Naval Education and Training Security Assistance Field Activity (NETSAFA) to plan, schedule, and identify students and ensure they meet eligibility requirements to attend OCONUS RSNF training classes.
•Supervise OCONUS Technical Trainers in their continuous Analyze, Design, Develop, Implement, Evaluate (ADDIE) process to ensure expectations of training continuum are met.
•Oversee the management and conduct of CIT/TC classroom facilities, library, and lab to include all contractor provided and managed assets and personnel utilized in the execution of the course schedule and management of expectations for the customers and the contract requirements.
•Oversee and ensure necessary procurement and delivery of equipment and materials needed to provide continuing operations of RSNF training Centers. These items shall include but are not limited to:
b. compact disks
c. electronic learning materials
d. training materials
e. lab materials and equipment
f. computers, monitors, and ancillary equipment
g. printers and supplies
h. binders and office supplies
•Schedule and host training-related meetings, agendas, and presentation materials and ensure the meeting minutes are tracked and provided. Ensure the provision of supplies in support of training activities.
•Review, research, and evaluate proposed training programs to include processes completed for needs assessments, evaluations, pilot or beta tests, and any other analysis and design processes in accordance with the ADDIE model.
•Research, review, evaluate and report any and all schedule risks, Plans of Actions and Milestones (POAM), and findings and recommendation reports including schedules, problems, and risks, and status of proposed, planned, and completed training.
•Respond to schedule changes and surge requirements for locations within the RSNF training schedule to include Riyadh and other offsite Saudi training locations. Ensure management of schedule and preparation of the instructors and logistical requirements for all offsite scheduled training.
•Work directly with CONUS ISS and Training Leads in the preparation, planning, and development of courseware for both OCONUS and CONUS requirements. Ensure that all scheduled and planned training is communicated with T.O. Program Control/Scheduler for input and updates to the Master IMS.
•Respond to the requests for technology research, review, analysis, and demonstrations that are requested by the RSNF in KSA and PEO PMW 740 Customer.
Compile and deliver CDRLs in accordance with the SOW.
Qualifications
Seven+ (7) years of experience successfully managing large teams (e.g., 20+ person); five+ (5) years of this experience in direct support to a program office (PMW) or similar organization with the United States Navy (USN).
Five+ (5) years of experience with Command, Control, Communications, Computers and Intelligence (C4I) System of Systems; three+ (3) years of this experience must be in maintaining C4I systems.
Experience with curriculum development, training evaluation, and assessment of classroom equipment requirements.
Experience with USN training requirements and processes (e.g., Naval Education and Training (NAVEDTRA) 130 series).
Knowledge of Foreign Military Sales (FMS) processes and procedures, as identified as part of the work experience listed.
Experience interacting with foreign senior military/government officials.
Experience working with U.S. Government (USG) military/government officials (e.g., Program Managers, GS-15 civilians, O-6 field grade officers).
Experience managing foreign travel/relocation arrangements and approval (e.g., visas, insurance, and hazard pay).
Experience managing cost, schedule, and performance achieving Performance Work Statement (PWS) requirements.
Bachelor’s degree in Education, Business, or a related field from an accredited college or university.
United States (US) SECRET security clearance.
2+ years of experience managing large-scale programs for FMS/security cooperation services valued at $10M+/year.
Experience with the Naval Information Warfare Systems Command (NAVWAR) organization and its products/services.
Experience managing teams in multiple geographic areas, including Outside the Continental United States (OCONUS) locations.
Experience with successfully recruiting staff and retaining personnel.
Program Management Professional (PMP), Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Program Management or similar certifications.
Completion of Defense Institute of Security Assistance Management (DISAM) Security Cooperation Management (SCM) courses such as SCM-CONUS (SCM-C) or SCM-Case Management (SCM-CM).
DISAM International Affairs Certification Level 2 or Level 3.
Master’s degree in Education, Business, or a related field from an accredited college or university.
