SAIC has an opportunity for a Contracts Principal to work closely with a Contracts/Subcontracts Manager working in-country (Kuwait) supporting a large Cost-Reimbursable IT contract with the Department of the Army.  This position is contingent upon contract award.  Remote work may be considered. 


The position will support tasks in the preparation of proposals, contract negotiations and administration of contracting activities and interaction with customers and subcontractors/vendors in accordance with company’s policies and procedures, applicable laws, customer’s requirements, and using sound business judgment. Work includes potential administration of subcontract agreements and procurement activities.  The position will oversee and manage the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract. Responsibilities may include assisting in the development of budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met. Essential Duties and Responsibilities

  • The Contract/Subcontract Manager shall be responsible for all aspects of the contract management, including binding of the company in operation decisions, contract changes, budgetary and strategic authority, for the duration of the contract.
  • The Contract/Subcontract Manager shall also be responsible for the overall administration of subcontractors/vendors on the program to include monitoring performance, processing administrative actions (modifications, etc.), change proposals and working subcontractor issues. 
  • The Contract/Subcontract Manager shall also be responsible for, but not limited to, Invoicing, SOFA actions, coordination of contract and subcontract modifications, change order proposals, and other contractual actions that may arise in support of this contract.

  • Provides responses to bids, proposals and contract negotiations.

  • Prepares requests for proposals for distribution to subcontractors/vendors
  • Issues subcontract agreements IAW FAR and company procurement policies and guidelines.
  • Analyzes all requirements and provisions in contracts, including terms and conditions, to ensure compliance with all laws and regulations and company policies and procedures.
  • Ensures that contracts are executed in accordance with corporate guidelines.
  • Analyzes a contract’s risk to the business.
  • Visits client sites and meets with business partners.
  • Performs as the lead contracts/subcontracts professional on the contract and coordinates with CONUS contracts/subcontracts support.
  • Supports contract/subcontract requirements in compliance with company systems and administration policies.
  • Conducts analysis of new laws, regulations and contract trends to determine potential impact on the business.
  • Coordinates with the finance department to ensure correct billing and collection of contractual revenues.
  • Ensures that contracts are in line with corporate goals and objectives.
  • Leads complex contract negotiations and manages all changes in and addendums.
  • Prepares reports on the status of contracts for management.
  • Conducts special projects as assigned.

Qualifications

Education and/or Experience:  Must have bachelor’s degree in a business or IT related discipline; ten (10) years of complex DoD and IT related O&M type Contract and Subcontract Management.

Knowledge:  Proficient in the management of complex IT programs, complex technical development concepts, latest software tools and technologies, strong database concepts and designing techniques.

  • Strong critical thinking and problem solving skills
  • Strong self-starter requiring minimal supervision
