SAIC is seeking a Mid-SR. level Program Analyst in Crane, IN to support the Navy’s Small Business Innovation Research (SBIR) program. 


This position will be remote/work from home until SAIC returns to work onsite due to COVID-19. Must be local to Crane, IN.

 

Through the Department of the Navy's Small Business Innovation Research (SBIR) Program, small businesses of 500 people or less have the opportunity to address naval needs in more than 30 science and technology areas. SBIR provides the fleet with innovative advances in technology developed by small firms. SBIR participants benefit both from program awards as well as the further development and commercialization of the resulting products. In addition, the Navy Small Business Technology Transfer (STTR) program is intended to foster transitions of joint efforts between qualified small businesses and research institutions to Navy and Marine Corps, in particular.

 

The selected candidate will support Applied Research objectives for Advanced Hypersonic technologies by coordinating/overseeing the technical details and engineering efforts of university and industry partners associated with the Navy Small Business Innovation Research (SBIR) program. 

 

JOB DUTIES:

  • Provide Program Management support and technical guidance in accordance with the Navy SBIR program’s goals, objectives, practices, and protocols
  • Communicate (in person, by email, or conference call) with small business researchers and owners to discuss SBIR research programs
  • Assist with development of research initiatives and communications
  • Assist in proposal topic planning and proposal review, requirements development, and verification and validation of stakeholder deliverables
  • Monitor Budget, Schedule, and Scope for key deliverables
  • Assist with organization of programs that will attract and retain small businesses producing research products and technology of interest
  • Coordinate integrated master schedules to assist with testing, validating and modeling prototype efforts to support in depth analysis for possible incorporation into program technology
  • Characterize and manage risk
  • Foster technology transfer through cooperative R&D between small businesses and research institutions
  • Support top management in long-range company planning concerning new or projected areas of technological research and advancements

Qualifications

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Must have obtained a Bachelors Degree from an accredited university and three (3) years or more of related experience; OR a Masters and one year of related experience
  • Must be able to obtain and maintain a DOD Top Secret security clearance. Preference given to candidates with a current Active DOD Clearance
  • Must be a US Citizen
  • Must have strong interpersonal, communication, and coordination skills
  • Experience with US Navy Ship Programs, DOD, the Navy SBIR Program, and its goals and objectives OR background in contracts management/proposals  
DESIRED SKILLS:
  • Demonstrated experience with the NAVSEA SBIR programs including the organization, processes, and management requirements (Desired)
  • Demonstrated knowledge of the interplay and interface of ship acquisition programs and the SBIR program and supporting technology transition process (Desired)
