SAIC is seeking a Program Analyst, Senior Principal, supports the DTRA Nuclear Enterprise.  The role of the DTRA Nuclear Enterprise is to develop, improve, and promulgate nuclear safety, security, accountability, control, reliability, emergency/disaster response and recovery, and training for U.S and allied partner forces, and U.S. Federal government organizations.  This position provides integration between the DTRA Nuclear Enterprise Directorate and the DTRA Strategic Initiatives Directorate


Provide subject matter expertise in all nuclear weapon issues, to include Nuclear Command, Control and Communications, for high level policy analysis and interpretation (Agency, Department, Congressional and Presidential) and associated activities or special studies/taskings/efforts concerning the overall nuclear deterrent enterprise.


Work independently and in groups.  Familiar with the Nuclear Command, Control and Communication policy and operations both CONUS and OCONUS.


Develops solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness. Challenges are frequently unique and solutions may serve as precedent for future decisions.


Works under consultative direction toward long-range goals and objectives. Assignments are often self-initiated. Virtually self-supervisory.


Decisions affect the Agencies ability to meet DoD identified threats and mitigate those threats. 


Serves as organization representative with consultation with government customer.


 











Qualifications

  • Individual would have NC3 systems and capabilities experience, or background.
  • Experience with nuclear deterrence, national nuclear policy and doctrine
  • Experience with understanding of both DoD and DOE/NNSA priorities
  • Experience with United States Strategic Command, Joint Staff, Air Staff, DOE/NNSA laboratories, and the Office of the Secretary of Defense processes and organization
  • Assist in the development and execution of studies and assessments
  • Attend forums/meetings as required and prepare briefing materials, papers, program plans, and other material
  • Provide technical review of documents; policy updates when appropriate
  • Assist in the preparation of senior leaders for strategic engagements.
Education:
  • Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and four (4) years or more experience.
Clearance:
  • Top Secret, able to obtain TS/SCI
