SAIC is seeking a Senior Systems Engineer for Emerging Technology Assessment to join our team of qualified, diverse, and highly motivated individuals supporting the Office of the Under Secretary  of Defense, Research and Engineering (OUSD(R&E)). The qualified candidate will provide extensive research, technical assessments, and policy recommendations, on existing and emerging technologies critical to the United States maintaining superior military capabilities.  Work will be performed primarily at the Pentagon, the Mark Center in Alexandria, VA, and local company offices, supporting DoD, Research and Engineering (OUSD(R&E)), Department of Commerce (DoC), Department of State (DoS), and other Agencies.  Travel will be required, less than 15% of the time, predominantly within the continental United States.

 

Primary responsibilities include:

  • Provide technical advice and services to the Associate Director (AD) for Technology Innovation Base (TIB) responsible for conducting assessments of United States technical, development, manufacturing, and supply-chain ecosystem, and future strategies and investment plans to maintain United States military and technological superiority
  • Identify, characterize and analyze the capacity and maturity of the technology, innovation, development, and manufacturing ecosystem, including tiered and sub-tiered supplier bases, both domestic and foreign, to develop, deliver, and evolve critical enabling technologies and components
  • Document and communicate results to inform the Assistant Director of each modernization technology focus area, supporting their “road to dominance” roadmaps, including but not limited to Hypersonics (offensive and counter); Directed Energy; Microelectronics; Space (offensive and defensive); Autonomy; Fully Networked Command, Control, & Communications (FNC3); Quantum (including encryption and computing); Cyber (offensive and defensive); Machine Learning (including Artificial Intelligence); Bio-technology
  • Identify specific risks and opportunities to enhance development and supply bases in each of the focus areas; distinguish, specifically, between domestic and foreign sources (by country) of developers, suppliers, materials, enabling technologies and components, current and alternative sources of suppliers, technologies, and components, and identifying critical materials, components, and suppliers that must remain in the United States
  • Appraise the ability of the DoD internal technology base, specifically the DoD laboratories, the Military Departments (MILDEPs), the Intelligence Community (IC), Federally Funded Research and Development Centers (FFRDC), and University Affiliated Research Centers (UARC) to provide the technology and resources necessary to develop systems and to leverage the expertise of non-defense sector capabilities and potentially supplement or replace the non-defense sector expertise for technology overmatch over the next ten years
  • Identify activities and investments on the part of the DoD, its industry partners, and the extended global technology base to improve DoD’s abilities to develop, build, and field the system and mission capabilities it needs to retain military advantage and support U.S. interests
  • Conduct independent analyses of potential actions available to near-peer nations to establish control of or otherwise adversely impact U.S. access to the global industrial base associated with military technology advantage.  These analyses will include recommendations for actions the United States can take to ensure we retain military overmatch and prevent or delay adversaries from gaining such an advantage
  • Develop classified and proprietary appendices that build on existing assessments and evaluation activities of the U.S. manufacturing and defense industrial base and supply chains as well as anticipated timelines for adversaries to develop similar or countering capabilities
  • Create and communicate the Technology Supply Base (TSB) ecosystem enduring set of deliverables and assessments required to field capability within the warfighter time to need, including long-term technology development, industrial and innovation base production, critical DoD technology needs, increased opportunity for non-traditional supplier partnerships, assessments of academic and commercial research and development capabilities, private capital investment trends, and traditional defense contractor internal research and development (IRAD) investment to field cutting-edge advancements in each technology priority area
  • Conduct site visits to testing facilities, critical material suppliers, and component manufacturers

Qualifications

  • Active Top Secret clearance with SCI eligibility
  • Bachelor’s degree in engineering discipline or related science, technology, engineering, and math (STEM) field
  • 14-19 years of related experience
  • Knowledge of the DoD acquisition processes, policies, and guidance
  • Knowledge of one or more DoD technology modernization areas to include Hypersonics (offensive and counter); Directed Energy; Microelectronics; Space (offensive and defensive); Autonomy; Fully Networked Command, Control, & Communications (FNC3); Quantum (including encryption and computing); Cyber (offensive and defensive); Machine Learning (including Artificial Intelligence); Bio-technology
  • Excellent written and verbal communication skills
  • Excellent customer service skills, with an advanced understanding of customer relationship building
  • Proficient in MS Word, PowerPoint, and Excel
Desired Qualifications
  • Master’s degree in engineering discipline or related science, technology, engineering, and math (STEM) field
  • Knowledge of Office of the Secretary of Defense (OSD) organizational structures, functions, and communication protocols
  • Knowledge of the Committee on Foreign Investment in the United States (CFIUS),  OUSD(A&S)/Industrial Policy, Defense Technology Security Administration (DTSA), export controls, intelligence, counterintelligence and law enforcement organizations, inter-agency partners like DoC and DoS, and relevant policies, procedures, tools, and support services
